Board of Review-2018

The Board of Review was called to order at 9:00 a.m. by Chairman Darrel Fehr at the Cooks Valley Town Hall located at 15751 40th Street on June 14, 2018.  The Board of Review roll call was: Darrel Fehr, David Clements, Matt Borofka, and Victoria Trinko, Vicki Freeberg-alternate. Bob Irwin, assessor, was in attendance. 
There was confirmation of posting the Board of Review notice on May 26, 2018 and publication of the Board of Review notice on May 30, 2018. 
David Clements made a motion to select Darrel Fehr as Chairperson for the Board of Review.  Victoria Trinko seconded the motion.  The motion carried 4-0. 
David Clements made a motion to select Matt Borofka as Vice chairperson for the Board of Review.  Darrel Fehr seconded the motion.  The motion carried 4-0. 
The board of review verified that three members and an alternate did the required board of review training on May 15, 2018; therefore, the members have met the mandatory training requirements. 
The board of review verified the Town of Cooks Valley has Ordinance 5 for the Confidentiality of income and expense information provided to the assessor under state law (sec.70.47(7)(af). 
There was a review of the new laws at the May 15, 2018 BOR training in regards to the split of the BOR and open book meetings.  There was discussion of these changes in the law regarding the assessor and BOR. 
Darrel Fehr made a motion the Town of Cooks Valley BOR policy will be to not accept sworn telephone testimony or sworn written testimony.  David Clements seconded the motion.  The motion carried 4-0. 
David Clements made a motion the Town of Cooks Valley BOR will not allow waivers of the BOR hearing requests.  Darrel Fehr seconded the motion.  The motion carried 4-0.
Chairperson Darrel Fehr accepted and filed the summary of the Annual Assessment report from assessor Bob Irwin.
The clerk verified the receipt of the assessment roll from the assessor.
The BOR verified the receipt of the Assessment roll and sworn statements from the clerk.
The BOR reviewed the assessment roll and performed the statutory duties:  examined the roll for correct descriptions or calculation errors, added omitted property and eliminated double assessed property.
The BOR found no errors in the assessment roll.
There were no changes from the Open Book meeting.
There were no taxpayers present; therefore, examination of assessment data, waivers, notices, hearing objections, and scheduling for BOR future dates were not necessary.
The BOR of 2018 was adjourned at 8:00 pm.
