Regular Town Board Meeting

May 8, 2023

 

Chairman Darrel Fehr called the meeting to order on May 8, 2023 at 7:00 pm. The supervisor present 

was Kale Clements. Other officers present: Vicki Freeberg-clerk and Jan Thorson –treasurer.

Recitation of Pledge of Allegiance by delegation present.

Certification of proper posting for the scheduled town board meeting: The notice for the May 8, 2023 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on May 5, 2023.

 

Public Comment: None

Discussion and possible action to open & accept bid for crack & seal repair on 135th Ave & adjoining 20th Street with cost being shared 50/50 with EOG:

Superior Sealers – crack filling and dip leveling only - $34,700

Fahrner Asphalt -  crack filling $123,200, chip seal $86,155

Scott Construction – crack filling 48,918, chip seal $81,906

Darrel Fehr made a motion to accept bid for $34,000 on crack fill and dip leveling by Superior Sealers. Kale Clements seconded the motion. The motion carried 2-0.

Discussion and possible action on budget categories: None

Approval of the April 10 Town Board meeting minutes – Darrel Fehr made a motion to approve minutes for April 10 Board meeting. Kale Clements seconded the motion. The motion carried 2-0.

 

Reading by Treasurer of April financial report: Ending balance on April 30, 2023 of  $126,030.33 and total cash on 

hand $219,748.44.

  

Reading and Approval of the April bills: Darrel Fehr made a motion to approve check vouchers  #5837 - 5859 for payment of the April bills. Kale Clements seconded the motion. The motion carried 2-0.

 

Building/driveway permits: Brian Scott to build shed, Mark Clements Jr to build shed and grain bin, Susie Stuckert for repair of garage and house roof

 

Discussion and possible action relating to the plan commission: Did not meet 

Discussion and possible action to appoint Tom Yakesh to work on road clean-up – Darrel Fehr made a motion to hire Tom Yakesh for road clean-up, road patching and fill in for recycling. Kale Clements seconded the motion. The motion carried 2-0.

Chairman’s report: – Fire Dept./Roads: road review done and Board decided that the chip seal and crack fill will be the main road project for this year. May be a couple of smaller projects later in the year. Well needed to be shocked with bleach, but will need a filter to take out the iron & acid from water ($1000). Darrel asked clerk to find out what records we need to keep and what can be burned or shredded.

 

Dissemination of Information- clerk’s report:  closed loan at Security Financial Bank and paid $5000 lump sum for May payment and divided the remaining $20,000 budgeted for 2023 into 7 equal payments of $2,857.14 per month, Darrel & Kale completed BOR training                                                                                                                        

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of  May 8, 2023 regular meeting approved, Treasurers financial report, May bills, building permits, concerns pertaining to the Plan Commission,  approve liquor licenses & picnic license

 

The next regular town meeting is scheduled for – June 12, 2023 at 7:00 pm, Open book May 15 and BOR May 22 from 4-6 pm.  

 

Adjourn:  Kale Clements made a motion to adjourn at 7:45 pm. Darrel Fehr seconded the motion. Motion carried 2-0.
