Regular Town Board Meeting

April 10, 2023

 

Chairman Darrel Fehr called the meeting to order on April 10, 2023 at 7:00 pm. The supervisors present 

were David Clements and Matt Borofka. Other officers present: Vicki Freeberg-clerk and Jan Thorson –treasurer.

Recitation of Pledge of Allegiance by delegation present.

Certification of proper posting for the scheduled town board meeting: The notice for the April 10, 2023 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on April 5, 2023.

 

Public Comment: Chairman Darrel Fehr called for a moment of silence for policemen shot in line of duty in Barron Co

 

Discussion and update from Dave Bokor at EOG for DS mine: June 2021 EOG started final grade on mine and by October 2022 they had reclaimed 56 of 120 total acres (3 million cubic yards moved and 62 cubic yards of topsoil put in place). Work on the remaining 64 acres to be started this spring, (erosion control, stabilize and seeded). Anticipating all work should be done July-August 2023 and then monitored through 2024. EOG should get signed off by Chippewa county by end of 2024. Johnson property will not be sold until 2024. Darrel Fehr asked about the pond being left on Johnson property and Dave Bokor responded that they are still waiting for approval from county on this change. Township will put out bid for chip & crack seal on 135th Ave. Expense will be shared 50/50 with EOG. Dave Bokor informed Board that SS mine should be signed off the end of this year.

Discussion and possible action on budget categories:   W-57 Snowplowing budgeted $45,000 and spent $55,253.53 Darrel Fehr made a motion to move $20,000 from Road Maintenance fund to Snowplowing (leaving $173,657.22 for roads). Matt Borofka seconded the motion. The motion carried 3-0.

Approval of the March 13 Town Board meeting minutes – Matt Borofka made a motion to approve minutes for March 13 Board meeting.  Darrel Fehr seconded the motion. The motion carried 3-0. 

 

Reading by Treasurer of March financial report: Ending balance on March 31, 2023 of  $116,827.68 and total cash 

on hand $210,450.04. 

                                                    

Reading and Approval of the March bills: Darrel Fehr made a motion to approve check vouchers  #5814 - 5836 for payment of the March bills. Matt Borofka seconded the motion. The motion carried 3-0.

 

Building/driveway permits: None

 

Discussion and possible action relating to the plan commission: Did not meet 

Discussion and possible approval of a new operator permit for Bloomer Rod&Gun: Darrel Fehr made a motion to approve operator permit for Dawn Dubuque. Matt Borofka seconded the motion. Motion carried 3-0.

 

Discussion and possible action to appoint Rod Thorson as recycling coordinator: Rod will make monthly work schedule & reports, give cash deposit to Jan Thorson, keep site clean, and keep in contact with Rightaway Rolloff for pick ups, aluminum cans will be given to Equestrian club. Darrel Fehr made a motion to appoint Rod Thorson as Recycling Coordinator. Matt Borofka seconded the motion. The motion carried 3-0.

 

Discussion and possible action on matters pertaining to new Town Hall: Some items that need to be completed per our inspection - Handicap sign, thermostats lowered, another bar in bathroom and fire number needs to be put out by driveway.

Chairman’s report: – Fire Dept./Roads: need to do some road patching, get bid ready for 135th, 20th street and 40th street crack seal, no fires, few signs down, annual road review will be Monday April 17 at 9:00 am.

 

Dissemination of Information- clerk’s report:  Darrel Fehr & Kale Clements will attend WTA BOR training in Eau Claire April 28th, rental agreement for town hall is on website, Lottery & Gaming credit payment $6,718.76, WTA workshop May 15 in Eau Claire, good attendance at Spring Election with 47% voter turnout, Special thanks to Dave Clements for all his years of service to the Town Board!!, April 18th at 7pm Annual meeting, completed the ARPA compliance for special funds received, $24,722.19 General transportation Aids                                                                                                                         

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of  April 10, 2023 regular meeting approved, Treasurers financial report, April bills, building permits, concerns pertaining to the Plan Commission,  appoint Tom Yakesh for road work, set date for Open book & Board of Review

 

The next regular town meeting is scheduled for – May 8, 2023 at 7:00 pm

 

Adjourn:  Matt Borofka made a motion to adjourn at 7:41 pm. David Clements seconded the motion. Motion carried 3-0.
