Regular Town Board Meeting

December 12, 2022

 

Chairman Darrel Fehr called the meeting to order on December 12, 2022 at 7:00 pm. The supervisors present 

were David Clements and Matt Borofka. Other officers present: Vicki Freeberg-clerk and Jan Thorson –treasurer.

Recitation of Pledge of Allegiance by delegation present.

Certification of proper posting for the scheduled town board meeting: The notice for the December 12, 2022 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on December 8, 2022.

 

Public Comment:  None

Discussion and possible action on budget categories: T-094 Treasurer per diem budgeted $100 and spent $120, C-083 Clerk per diem budgeted $200 and spent $220, W-051 Public works (recycling) budgeted $10,000 and spent $10,248.86 – Darrel Fehr made a motion to take $290 from Contingency fund and put $20 in T-094, $20 in C-083 and $250 in W-051. Matt Borofka seconded the motion. Motion carried 3-0

Approval of the November 14 Town Board meeting minutes & November 14 Special Board meeting  – Matt Borofka made a motion to approve both minutes for November 14 meetings.  Darrel Fehr seconded the motion. The motion carried 3-0. 

Reading by Treasurer of November financial report: Ending balance on November 30, 2022 of  $142,987.42 and total 

cash on hand $236,295.97. 

                                                   

Reading and Approval of the November bills: Darrel Fehr made a motion to approve check vouchers  #5728 - 5749 for payment of the November bills. David Clements seconded the motion. The motion carried 3-0.

 

Building/driveway permits: Larry Lester build dog training facility, Kyle Woodman new roof, siding, windows

 

Discussion and possible action relating to the plan commission: Did not meet                                                    

Discussion and possible action on amending Town of Cooks Valley 2022 Budget – Darrel Fehr made a motion to move $100,000 from W-052 Road Maintenance to U-138 New Town hall expense. Matt Borofka seconded the motion. The motion carried 3-0.

Discussion and possible action to approve contract with Natalie DeLeasky, Assessor – Darrel Fehr made a motion to approve contract with Natalie DeLeasky as the Assessor for township for 2023-2025. Matt Borofka second the motion. The motion carried 3-0

Discussion on having 2 houses on 5 acre parcel - land owner wants to build another house on 5 acre lot or fix a grainery as a dwelling. Dave Clements suggested talking to attorney or WTA to interpret our ordinance to see if it was legal. Matter will be discussed at a future meeting.

Discussion and action on sale of present town hall propertyDavid Clements presented Board with a copy of the original deed from purchase of town hall ($1.00 purchase price). David Clements also verified with a former resident of the township that there is an underground fuel tank located by shed. DNR will need to be contacted in the spring and work done on finding tank. Checking for fuel inside and then verifying no ground contamination. Once that is completed then we can further discuss the sale of property. Mark Clements offered use of backhoe and expressed interest in renting building for storage.

Discussion and possible action on plans for the new Town Hall – sheet rock done, furnace installed but well drillers are having trouble finding water, issues with urinal in men’s bathroom.

 

Chairman’s report: – Fire Dept./Roads –  no fires, slippery roads but county sanding/salting, mines no change

 

Dissemination of Information- clerk’s report -  completed voting machine audit and results were a perfect match to tally sheet, sent reimbursement form with tally sheets from audit to WEC and they will send check for $174.60 to treasurer, Northern Metal recycling check $115 for 5750 lb frag feed, Rural Mutual will be sending bill for coverage on new town hall, Subgrant funds for IT support were deposited in the amount of $600.                                                                                                                              

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of December 12, 2022 regular meeting approved, Treasurers financial report, December bills, building permits, concerns pertaining to the Plan Commission, discussion on New town hall

 

The next regular town meeting is scheduled for – January 9, 2023 at 7:00 pm

 

Adjourn:  David Clements made a motion to adjourn at 7:49 pm. Matt Borofka seconded the motion. Motion carried 3-0.
