Chairman Darrel Fehr called the meeting to order on February 13, 2023 at 7:00 pm. The supervisor present
was David Clements. Other officers present: Vicki Freeberg-clerk and Jan Thorson –treasurer.

Certification of proper posting for the scheduled town board meeting: The notice for the February 13, 2023 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on February 9, 2023.
Public Comment: None
Discussion and possible action on budget categories: None
Approval of the January 9 Town Board meeting minutes – David Clements made a motion to approve minutes for January 9 Board meeting. Darrel Fehr seconded the motion. The motion carried 2-0.
Reading by Treasurer of January financial report: Ending balance on January 31, 2023 of $37,383.10 and total cash on hand $130,838.23.
Reading and Approval of the January bills: Darrel Fehr made a motion to approve check vouchers #5771 - 5797 for payment of the January bills. David Clements seconded the motion. The motion carried 2-0.
Building/driveway permits: Kyle Bjork for addition to shed
Discussion and possible action relating to the plan commission: Did not meet
Discussion and review of insurance from Greg Hayes with Rural Mutual – need to remove insurance coverage for voting machines ($45) Darrel Fehr suggested removing all insurance except liability as of May 1st on the old town hall, Greg Hayes also asked if we would want to change deductible from $250 to $500 to save costs, and Township needs to add liability for renting out new town hall.
Discussion and possible action on plans for new Town Hall: next meeting should be held in the new town hall, plumbing done, refrigerator donated, need a stove if anyone has one to donate. Contractor will lay carpet in meeting area and clerk office.
Discussion and possible action on Animal Patrol Contract – Darrel Fehr reported that there will be no need for a contract as the Board will take care of any issues.
Discussion and possible approval of a new operator permit for Joe Klemish - Bloomer Rod&Gun – Darrel Fehr made a motion to approve Joe Klemish for new operator permit. David Clements seconded the motion. The motion carried 2-0.
Discussion and possible action to remove stop signs on 135th Ave & 20th ST intersection and removal of stop sign on 40th Street and 135th Ave intersection - Darrel Fehr made a motion to remove stop signs from both of these locations. David Clements seconded the motion. The motion carried 2-0.
Chairman’s report: – Fire Dept./Roads – no fires, Saturday recycling will covered by Board members, Darrel talked to town attorney about having 2 homes on a single parcel and it is not allowed. If someone wants to do this the matter will need to go before the plan commission. Darrel attended the Chippewa county WTA unit meeting on January 24th.
Dissemination of Information- clerk’s report: letter from WTA that workshops are not being well attended, recognition certificate from Rightaway Roll off for Township Go Green Recycling 7.4 tons (6months) in 2022 ! February 21 Primary election for Justice of the Supreme Court
Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories, minutes of February 13, 2023 regular meeting approved, Treasurers financial report, February bills, building permits, concerns pertaining to the Plan Commission, reappoint 2 plan commission members for 3 year term, contract for 2023 Road ditch clean up, matters pertaining to New Town hall

Adjourn: David Clements made a motion to adjourn at new Town hall at 7:41 pm. Darrel Fehr seconded the motion. Motion carried 2-0.
