Regular Town Board Meeting

March 11, 2024

 

Chairman Darrel Fehr called the meeting to order on March 11, 2024 at 7:00 pm. The supervisors present 

were Matt Borofka and Kale Clements. Other officers present: Vicki Freeberg-clerk and Jan Thorson –treasurer.

Recitation of Pledge of Allegiance by delegation present.

Certification of proper posting for the scheduled town board meeting: The notice for the March 11, 2024 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on March 7, 2024.

 

Public Comment: Visitor Ken Schmitt (County Supervisor) was available for questions after meeting and reported to town residents on the Refugee referendum accepted by Chippewa County board.

Discussion and possible action on budget categories: None

Chippewa county land conservation mine report and update  3 sand mines – 2-3 years until reclamation has been completed on all 3 mines. Preferred is up to date on reclamation: planted trees pasture & prairies, EOG DS mine: amended plan to keep pond in tact and 69 acres have been done: 2-3 inches of top soil replaced and planted cover crop, also fixed some erosion. All mines will be monitoring for erosion in 2024. McCourt has not begun reclamation on Buchner mine and Chippewa county is working with DNR to assess work that needs to be done. Chippewa county has also filed a citation on fees that have not been paid to date by McCourt.

 

Approval of the February 12, 2024 regular board meeting minutes  – Matt Borofka made a motion to approve minutes for February 12, 2024 Town board meeting.  Kale Clements seconded the motion. The motion carried 3-0.

Reading by Treasurer of December financial report: Ending balance on February 29, 2024 of $189,469.31 and total cash 

on hand $284,287.00.

Reading and Approval of the February bills: Darrel Fehr made a motion to approve check vouchers  #6045 - 6063 for payment of the February bills. Matt Borofka seconded the motion. The motion carried 3-0.

 

Building/driveway permits: Andrew Shakal new home, Mike Wachtendonk new shed, Damian Prince addition to home

Discussion and possible action relating to the plan commission: Did not meet. Darrel Fehr is asking for anyone who wants to serve on Planning Commission for 3 year term.

Discussion and possible approval of CSM for Michael Wachtendonk – Darrel Fehr made a motion to approve CSM to combine 2 parcels for Micheal Wachtendonk. Matt Borofka seconded the motion. The motion carried 3-0.

 

Discussion and possible action on 2024 Road Project – Darrel Fehr made a motion to do road repair on 148th Ave to 70th

Street which would be approximately 1.25 miles.  Run ad for bids in paper for 2 weeks, board will meet April 1st to open bids. Board will do road review following meeting. Matt Borofka seconded the motion. The motion carried 3-0.

 

Discussion and possible action on hiring for ditch mowing – Darrel Fehr made a motion to hire J&J mowing to do ditches for 2024. Kale Clements seconded the motion. The motion carried 3-0.

 

Discussion and possible action pertaining to culvert mandates by the State – Darrel Fehr made a motion to have Rod Thorson as an employee to locate and inspect culverts in township to satisfy the State mandate. (due April 15) Matt Borofka seconded the motion. The motion carried 3-0

 

Chairman’s report: Scheduled road review for April 1st following opening of  road bids at 9am, Darrel Fehr fixed a few potholes and no fires.

Recycling report by Rod Thorson – metal bin was replaced by Northern metal, garbage is getting full, recycling bin was full and swapped out, demo box had matresses & carpet which did not get paid for, aluminum cans are accumulating

 

Dissemination of Information-  check received by Northern Metal recycling $356, voting machine training March 18 in Chippewa, Spring election April 2, 2024 (cookies?), Certificate of Adoption for Chippewa county for pause in Refugee resettlement program, email from assessor to set up BOR and open book, road bans lifted March 14                    

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of March 1, 2024 regular meeting & April 1st Road bid meeting approved, Treasurers financial report, March bills, building permits, concerns pertaining to the Plan Commission, report on April 2nd Spring election

 

The next regular town meeting is scheduled for – April 8, 2024 at 7:00 pm 

 

Adjourn:  Matt Borofka made a motion to adjourn at 7:51 pm. Kale Clements seconded the motion. Motion carried 3-0.
