Regular Town Board Meeting

October 10, 2022

 

Chairman Darrel Fehr called the meeting to order on October 10, 2022 at 7:00 pm. The supervisors present 

were David Clements and Matt Borofka. Other officers present: Vicki Freeberg-clerk and Jan Thorson –treasurer.

Recitation of Pledge of Allegiance by delegation present.

Certification of proper posting for the scheduled town board meeting: The notice for the October 10, 2022 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on October 3, 2022.

 

Public Comment:  None

Discussion and possible action on budget categories: U-140 New Town hall expense budgeted $100,000 and spent $141,000 – will address when amending the 2022 Budget

Approval of the September 12, 2022 regular town board meeting minutes   – Matt Borofka made a motion to approve September 12, 2022 meeting minutes.  Dave Clements seconded the motion. The motion carried 3-0. 

 

Reading by Treasurer of September financial report: Ending balance on September 30, 2022 of  $226,387.62 and total 

cash on hand $319,587.43. Transfer of funds from ARPA Money market acct# 134500 of $87,894.28 to W-052 Highway Maintenance to close out account

                                                   

Reading and Approval of the September bills: Darrel Fehr made a motion to approve check vouchers  #5688 - 5701 for payment of the September bills. Dave Clements seconded the motion. The motion carried 3-0.

 

Building/driveway permits: None

 

Discussion and possible action relating to the plan commission: Did not meet                                                     

Discussion and possible action on amending the Town of Cooks Valley 2022 Budget – Darrel Fehr made a motion to move $45,000.00 from W-052 Road Maintenance to U-140 New Town Hall Expense. David Clements seconded the motion. The motion carried 3-0

Discussion and possible action to purchase new computer for Treasurer – Darrel Fehr made a motion to approve purchase of new computer for Treasurer not to exceed $700.00. David Clements second the motion. The motion carried 3-0

Discussion and approval of 2023 contract with Chippewa County Humane AssociationChippewa Humane changed amount to pay from $966 to $871.70 due to drop in townships population – Darrel Fehr made a motion to approve contract. Matt Borofka second the motion. The motion carried 3-0

 

Discussion and possible action on plans for the new Town Hall – Nothing to decide right now. Cement has been poured, septic in, driveway approved and grass has been seeded. Committee made decisions on colors and inside furnishings.

 

Chairman’s report: – Fire Dept./Roads –  fire at Clarence Shakal’s, roads in good shape, working at Buchner mine to tear down equipment, Dave and Darrel attended Bloomer community meeting on September 26: discussion on new ambulance purchase is 2 years out, fully staffed ambulance crew is being considered, fire truck purchase is 5-7 years out.

 

Dissemination of Information- clerk’s report:  2023 Transportation Aids $98,888.78, computer aids $27.02, Shared Revenue $39,840.24, General transportation Aid deposited $24,242.95 on October 3, check received for 10th ST Bridge aid in the amount of $2038.23.                                                                                                                                 

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of October 10, 2022 regular meeting and October 24 Budget meeting approved, Treasurers financial report, October bills, building permits, concerns pertaining to the Plan Commission, discuss future of present Town hall property

 

 

The next regular town meeting is scheduled for – November 14, 2022 at 7:00 pm, Budget meeting October 24 at 9 am

 

Adjourn:  Matt Borofka made a motion to adjourn at 7:28 pm. David Clements seconded the motion. Motion carried 3-0.
