Regular Town Board Meeting

October 9, 2023

 

Chairman Darrel Fehr called the meeting to order on October 9, 2023 at 7:00 pm. The supervisor present 

was Kale Clements. Other officers present: Vicki Freeberg-clerk and Jan Thorson –treasurer.

Recitation of Pledge of Allegiance by delegation present.

Certification of proper posting for the scheduled town board meeting: The notice for the October 9, 2023 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on October 4, 2023.

 

Public Comment: None

Discussion and possible action on budget categories: None

Approval of the September 11, 2023 Town Board meeting minutes – Darrel Fehr made a motion to approve minutes for September 11 Town board meeting. Kale Clements seconded the motion. The motion carried 2-0.

Reading by Treasurer of September financial report: Ending balance on September 30, 2023 of $129,797.33 and total cash       on hand $224,065.81

Reading and Approval of the September bills: Darrel Fehr made a motion to approve check vouchers  #5926 - 5942 for payment of the September bills. Kale Clements seconded the motion. The motion carried 2-0.

 

Building/driveway permits: Albricht Bros build shed & re-shingle house, Tom Culver build shed

Discussion and possible action relating to the plan commission: Did not meet

Discussion and possible action to approve Chippewa County Humane contract – Kale Clements made a motion to accept Chippewa County Humane contract with revised population. Darrel Fehr seconded the motion. The motion carried 2-0 

 

Discussion and possible action on future road plans – Darrel proposed road plans for 2024-2026 as follows subject to change pending other road conditions and funding availability. Kale Clements seconded motion. The motion carried 2-0

 

1. 40th ST north from 135th Ave to Junction of 40th ST and 150th Ave – pulverize, repave & shoulder

2. 148th Ave and 70th ST – pulverize, repave & shoulder from 60th ST east to 70th St and then north to interesection of 70th St and 150th Ave

3. 1010th ST north of 178th Ave to bridge over Trout Creek – pulverize, repave & shoulder

4. 186th Ave east from new pavement starting near sand mine to Cty HWY Q – pulverize, repave & shoulder (replace culverts as needed). Town of Woodmohr will be involved with their portion on east end.

 

Discussion and possible action on LRIP or LRIPS application – Darrel Fehr made a motion to hire Dan Fedderly to submit application ($700 fee) for township to aquire funds for LRIP & LRIPS road programs. Kale Clements seconded the motion. The motion carried 2-0.

Chairman’s report: – one fire in Cooks Valley (4497 Cty A) for controlled burning, roads are in good shape, LaGesse mine is ematting, nothing new on DS mine.

 

Recycling report by Rod Thorson – detailed report on income and expense at recycling center, and Rod will have exact figures ready for Darrel before budget meeting on October 25th.

 

Dissemination of Information- clerk’s report:  Shakal’s put 42 acres into Managed Forest Land, rented town hall for  December 9 at 3pm ($50), 4 chief inspectors along with clerk will attend 3 hour training at Chippewa courthouse on Oct 16, received 2024 Shared Revenue estimate of $82,576.36, received estimate from Chippewa county recycling program, Town of Sampson hosts Oct 24 at 7pm WTA unit meeting, meeting Oct 12 at 12:30 – 2:30 DNR Eau Claire Service Center on recycling updates.                                                                                                                 

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of October 9, 2023 regular meeting and October 25 budget meeting approved, Treasurers financial report, October bills, building permits, concerns pertaining to the Plan Commission, budget planning meeting October 25, 2023

 

The next regular town meeting is scheduled for – November 13, 2023 at 7:00 pm

 

Adjourn:  Kale Clements made a motion to adjourn at 7:22 pm. Darrel Fehr seconded the motion. Motion carried 2-0.
