Regular Town Board Meeting

January 10, 2022

 

Chairman Darrel Fehr called the meeting to order on January 10, 2022 at 7:00 pm. The supervisor present 

was David Clements. Other officers present: Vicki Freeberg-clerk and Jan Thorson –treasurer.

Recitation of Pledge of Allegiance by delegation present.

Certification of proper posting for the scheduled town board meeting: The notice for the January 10, 2022 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on January 6, 2022.

Public Comment: None

 

Discussion and possible action on budget categories: None

Approval of the December 13, 2021 regular town board meeting minutes – Darrel Fehr made a motion to approve      December 13 Town Board meeting minutes.  David Clements seconded the motion. The motion carried 2-0. 

 

Reading by Treasurer of December financial report: Ending balance on December 31, 2021 of $99,509.79 and total               cash on hand $336,004.38         

                                                   

Reading and Approval of the December bills: Darrel Fehr made a motion to approve check vouchers  #5490 - 5518 for payment of the December bills. David Clements seconded the motion. The motion carried 2-0.

 

Building/driveway permits: None

Discussion and possible action relating to the plan commission: Did not meet                                                     

Discussion and approval of operator permits for Bloomer Rod and Gun: Darrel Fehr made a motion to accept Mark 

Petska application for Operator permit. David Clements seconded the motion. Motion carried 2-0.

 

Discussion and possible action on UDC (Uniform Dwelling Code) Ordinance: Darrel Fehr made a motion to leave as is and no action taken. David Clements seconded the motion. The motion carried 2-0

 

Discussion on Board attending ARPA Listening Session to be held January 27, 2022 – Darrel Fehr will attend, David Clements declined and Matt Borofka was not present to comment.

 

Discussion and possible renewal of animal control contract: Darrel Fehr made a motion to approve Calvin Swartz as Animal Patrol Officer for the upcoming 2022 year. David Clements seconded the motion. The motion passed 2-0

 

Discussion and approval for Clerk & Chief Inspectors to attend training January19, 2022Darrel Fehr made motion for Election workers to attend training in Eleva. David Clements seconded the motion. The motion carried 2-0

 

Discussion on plans for Town Hall: Darrel contacted Bauman and Cleary Buildings to ask about an estimated cost for building Town hall but has not heard back. Estimate for cement and in floor heat with 4 foot frost wall is $40,000.

 

Chairman’s report: – Fire Dept./Roads –  no fires, roads good, mines are going good

Dissemination of Information-  WTA unit meeting January 25th 7:00pm, no February 15th Primary, discuss next step to take with Purfrac (unpaid bill), final calculation for 2022 General Transportation Aids 96,971.77                                                                                                                           

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of January 10, 2022 regular meeting approved, Treasurers financial report, January bills, building permits, concerns pertaining to the Plan Commission, discussion and possible action on contract with GFL, another operator permit for Bloomer Rod & Gun, discussion & possible action on Purfrac mine contract                          

 

The next regular town meeting is scheduled for – February 14, 2022 at 7:00 pm

 

Adjourn:  Darrel Fehr made a motion to adjourn at 7:32 pm. David Clements seconded the motion. Motion carried 2-0.
