Regular Town Board Meeting

April 10, 2017

 

Chairman Darrel Fehr called the meeting to order on April 10, 2017 at 7:30 pm.   The supervisors present were:  David Clements and Matt Borofka.  Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer.    See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the April town board meeting was duly posted on April 6, 2017 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Christien Huppert-land Conservation Dept. of Chippewa County has been to all the mines this year.  They are waiting on a permit amendment from Chippewa Sands on the original permit from 2011.  There are changes at the county level in the reclamation definition.  The county does not have the authority to enforce when reclamation must begin.  There has been discussion on the amount of bonding required which resulted in an increase of bonding with Preferred Sands.  It was estimated there are 405 acres open on the existing mine sites in the Town of Cooks Valley.
Chippewa Sands- has done all new silt fencing on the west and southeast edges of the mine.  The County personnel have been out to inspect the Chippewa Sands mine in March 2016 and April 2017. The mine now has staff on hand full time.
Preferred Sands- Christien Huppert inspected the mine this year and talked with Adam Locke.  The berm seemed to be in good shape.  There was no equipment on the site.  They were granted a variance on testing for polyacrylymide on the mud as the mine has not been inactive and prior testing showed no polyacrylymide in the soil.
EOG/Dennis Schindler mine-storm water discharge ponds were updated by EOG without any demand from the County. 
PurFrac- has to resubmit an amendment to their reclamation plan concerning their storm water ponds due to the relocation of the wet plant.

Discussion and possible action on budget categories:  Darrel Fehr made a motion to move $71.00 from non-allocated funds to B-074 Wisconsin Towns Association Dues for leaving $8929.00 in non-allocated funds.  Matt Borofka seconded the motion.  The motion carried 3-0.
Approval of the March 13, 2017 regular monthly town board meeting and the March 30, 2017 special meeting minutes Darrel Fehr made a motion to amend the March 30, 2017 special meeting minutes by adding the wording ‘90 days from the time of the March 30, 2017 special meeting for PurFrac to have the road agreement finalized between PurFrac, EOG and the Town of Cooks Valley board’.   David Clements seconded the motion.  The motion carried 3-0.  Darrel Fehr made a motion to approve the March 13, 2017 and March 30, 2017 special meeting minutes.  Matt Borofka seconded the motion.  The motion carried 3-0.  
Reading by Treasurer of March financial report:  The ending balance as of March 31, 2017 was $109,038.99  with the total assets-$273,248.12  A check from PurFrac for $4504.50 inv.#1744 was given to the treasurer for deposit in the Town of Cooks Valley checking account.  Judith Prince, treasurer, reported a Chippewa County direct deposit of $3865.66 lottery credit and an April 3, 2017, a $19,911.58 direct deposit for transportation aids were placed in the Town of Cooks Valley checking account. 
Reading and Approval of the March Bills:  Darrel Fehr made a motion to approve the check vouchers #4326-4346 for payment of the March bills.  David Clements seconded the motion.  The motion carried 3-0.
Building permits:  none
Discussion and possible action of pertaining to the plan commission:  none

Discussion and possible action of purchase of WTA Handbook for board members: Darrel Fehr made a motion to purchase five WTA handbooks for the board members.  Matt Borofka seconded the motion.  The motion carried 3-0.

Chairman’s report: – Fire Dept.  There was a grass fire at 55th Street and 130th Avenue  Mine Report:  The mine roads are  all good.  Road evaluation needs to be set up
Dissemination of Information-Clerk’s report:   Recycling report from Chippewa County with signature required; completion of oaths of office; 65 residents voted in the Spring Election for a 13.9% turnout.  The cost of the election was estimated at $8.00 per vote.  A larger turnout would give the Town of Cooks Valley a bigger bang for the buck.  The clerk would like to thank the election workers for their dedication, competency and rapport with the citizenry.  A thank you to all the people who took the time to vote in the Spring Election.   A bill will be mailed to PurFrac for engineering by Dan Fedderly on 135th Avenue. 
Future agenda items and business:
Pledge of allegiance, Discussion and possible action on budget categories, Building permits, on concerns pertaining to the Plan commission, minutes of the April 10, 2017 meeting,  Chairman’s report, Dissemination of information, future agenda items and business.  Next regular board meeting will be May 8, 2017 at 7:30 p.m.  There will be a special meeting on April 13, 2017 at 6:30 pm with PurFrac and Dan Fedderly and at 7:30 pm meeting with EOG annual permit review.  There will be a special meeting on April 17, 2017 at 9:00 am to open bids, and the annual meeting on April 18, 2017 at 7:30 pm.
Adjourn:  Darrel Fehr made a motion to adjourn at 8:44 pm.  Matt Borofka seconded the motion.  The motion carried 3-0.
