Regular Town Board Meeting

April 11, 2011

Chairman David Clements called the meeting to order on April 11, 2011 at 8:03 pm.   The supervisors present:  Gary Yakesh and John Sykora.   Other officers present were:  Victoria Trinko-Clerk and Eunice Steinmetz-treasurer. See attached list for delegation present.
PUBLIC COMMENT:  Supervisor Gary Yakesh reported the transfer of township signs:  a Type II traffic barricade, set of triangles, set of 5 pop-up cones, a slow sign, and a stop sign to newly elected chairman Darrel Fehr’s possession for road work use when necessary.  Calvin Swartz inquired if anyone in the Town of Cooks Valley who had unused dog kennels or cement silo staves would like to donate these items to the animal control center, it would be appreciated.
Gary Yakesh made a motion to approve and place on file the minutes of March 14, 2011 regular town board meeting.  John Sykora seconded the motion.  The motion carried 3-0. 
Approval of the April Financial Report:     John Sykora made a motion to approve the April financial report.  Gary Yakesh seconded the motion.  The motion carried 3-0.  The town clerk reported deposits for lottery credit and quarterly payment of transportation funds were deposited after the bank statement was issued, so approximately $20,000.00 additional funds are in the checking account. 
Reading and Approval of the March Bills:  Gary Yakesh made a motion to approve the March bills.  John Sykora seconded the motion.  The motion carried 3-0.    There is $410.36 left in the prepay account for snowplowing at the Chippewa County Highway Dept.   The second quarterly payment was made to Senn Blacktop for the project on 60th Street.
Discussion and possible action on budget categories:  David Clements made a motion to transfer $1500.00 from non-allocated funds to P-143 First Responders.  The remaining amount in non-allocated funds is $10,500.00.  The amount paid in the First Responders was the Town of Cooks Valley’s share for unemployment benefits to dispatchers who were laid off.  The ambulance service will be purchasing new defibrillators for the First Responders before the end of the year. The cost of a single defibrillator is down to $1300.00 at this time (the cost was approximately $5,000.00 when the township purchased them originally). 
Building Permits:  Richard Schley-addition to house.
Appointment of member to the plan commission:  no action was taken.  This item was postponed until the May monthly meeting.
Discussion and possible approval of animal control contract:  Chairman David Clements made a motion to accept the animal control contract.  John Sykora seconded the motion.  The motion carried 3-0.  Animal Control person, Calvin Swartz reported not all of the contracts with the other townships have been returned.  David Clements will contact the other chairmen regarding the signing of the contract.
Discussion and possible action on photo logging of town roads:  In conjunction with Chippewa County Highway Dept., the Town of Cooks Valley will be involved in photo logging, at a cost of $650.00 per mile, potential roads in the township affected by mining activities.  The process involves “pinging” the road to measure the depth of the blacktop, base coarse, and sub-grade to determine weak spots and the condition of the road.
Discussion and possible action on road weight limits:  In agreement with Chippewa County Highway Dept.,  the Town of Cooks Valley will retain the road weight limits until a resolution is reached with the sand companies involving roads, truck traffic, etc.  Darrel Fehr was contacted by a sand company who offered 30,000.00 to lift the bans during ongoing negotiations on the resolution.  The County has an attorney working on an agreement to cover the issues. 
Board of Review Training:  The clerk will contact Wisline to determine cost and availability of the materials for Board of Review training.
Possible approval of operators license:  no action was take as Rod & Gun Club wanted to wait until the expiration of 2010-2011 licenses.  The application for operators license would be for the 2011-2012 term.
