Chairman Darrel Fehr called the meeting to order on April 11, 2016 at 7:30 pm. The supervisors present were David Clements and Matt Borofka. Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer. See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the April town board meeting was duly posted on April 7, 2016 in the 3 designated places within the Town of Cooks Valley.
Public Comment: Darrel Fehr reported EOG visited Curly Zwiefelhofer’s house for a face to face discussion about Curly’s problems with his well. Calvin Swartz said he will patch potholes when it warms up. He questioned, “How much does the board want patched on 155th Avenue east of State Highway 40?” The boards suggested cleaning up the pothole of the big chunks and fill it in the best he can. The board will contact Chippewa County about blade patching that area and the possible digging out the pothole to clean up the soft spot.
Discussion and possible action on budget categories: There were two categories that are close to the budgeted limit, but no action was needed at this time.
Approval of the March 14, 2016 regular monthly town board meeting minutes and March 14, and March 28, 2016 minutes: Matt Borofka made a motion to approve and place on file the March 14, 2016 regular monthly town board meeting minutes and the March 14 and March 28, 2016 special meeting minutes. David Clements seconded the motion. The motion carried 3-0.
Reading by the Treasurer of the March financial report: The ending check book balance was $151,573.09 as of March 31, 2016. The total cash assets for the Town of Cooks Valley were $318, 030.11. On April 4, 2016, transportation aid of $19,911.58 was direct deposited and on April 15, 2016, the lottery credit of $3223.70 will be deposited. A check for $10.00 for operators license from Bloomer Rod & Gun Club and $297.00 from Rural Insurance was given to the treasurer for deposit.
Reading and approval of the March bills: Darrel Fehr made a motion to approve payment of the March bills. David Clements seconded the motion. The motion carried 3-0.
Building permits: Dave & Kari Michels-repair and reroof sheds, Allan Blinkman-replacement of windows in house, Keith Tibbits-house with attached garage and driveway permit, Jeremy Nelson-attached garage, Isaac Schindler-building for cattle
Discussion and possible action pertaining to the plan commission: no action taken.
Discussion and possible approval of operator license application: Darrel Fehr made a motion to approve Randy Yeakey operators license application for the Bloomer Rod & Club. David Clements seconded the motion. The motion carried 3-0.
Chairman’s report: – Fire Dept. no fire or ambulance calls for the Town of Cooks Valley. Chippewa County recycling has contacted the Town of Cooks Valley concerning the cleaning of ditches with reimbursement from the county. Darrel Fehr contacted the Bloomer Wrestling Club and the ATV club. Both clubs will be starting the ditch cleaning project. Mine roads: EOG and PurFrac are still discussing a road agreement.
Chippewa County Recycling dept. submitted a recycling tonnage report. Town of Cooks Valley has averaged 18 tons of recycling material per month for last six to seven years.
Dissemination of Information-Clerk’s report: Completion of the WTA form for officers. The Town of Cooks Valley had 282 voters at the April Spring primary election for a 66.5% voter turnout. This percentage was above the state level of voters. Storm water permitting for road construction sites letter from the DNR was discussed.
