Regular Town Board Meeting

April 13, 2020

 

Chairman Darrel Fehr called the meeting to order on April 13, 2020 at 7:30 pm. The supervisors present
were David Clements.  Other officers present: Vicki Freeberg-,clerk and Judith Prince –treasurer.
See attached list for delegation present. - no public present due to COVID19
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the April 13, 2020 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley.
Public Comment: None
Discussion and possible action on budget categories: None
Approval of the March 9, 2020 regular town board meeting minutes – David Clements made a motion to approve March 9, 2020 meeting minutes.  Darrel Fehr seconded the motion. The motion carried 2-0.
 
Reading by Treasurer of March financial report: Ending balance on March 31, 2020 of  $172,874.04 and total
cash on hand $343,060.51 Treasurer notified by county of Lottery credit $5820.85  & State Road Aids $23,763.69 to
be paid in April.
Reading and Approval of the March bills: David Clements made a motion to approve check vouchers #5089 - 5104 for payment of the March bills.  Darrel Fehr seconded the motion – The motion carried 2-0.
Building/driveway permits: Issac Schindler for 2 grain bins
Discussion and possible action relating to the plan commission: none
Discussion and possible approval of 2 new plan commission members: Darrel Fehr made a motion to appoint Scott
Culver & Aaron Sarauer to serve on plan commission for upcoming vacancy. David Clements seconded the motion. Motion carried 2-0
Board wanted to send a big “Thank You” to Doug Zwiefelhofer and Tom Short for all the time and effort spent on the Plan Commission committee over the past years……..Thanks Guys!!

  1. Discussion and possible approval of CSM for Linda McKluskeyDarrel Fehr made a motion to approve CSM off 60th for Linda McKluskey. David Clements seconded the motion. Motion carried 2-0
  2. Discussion and possible action to adopt Confidentiality of Information Ordinance #28 – Darrel Fehr made a motion to accept Ordinance #28 as written. David Clements seconded the motion. Motion carried 2-0.

Discussion and possible action on Purfrac road agreement – Darrel Fehr has draft of proposed road agreement between Purfrac & EOG. It was discussed and there will be some minor changes made.
Chairman’s report: – Fire Dept./Roads – No calls in Cooks Valley and Bloomer only had 1 fire. 46th street is getting bad hole, road review will be scheduled at a later date
Dissemination of Information- clerk’s report:  Road bans will come off on Wednesday April 15th for all roads in Chippewa county. Election was a success with good weather which allowed the doors to be kept open and we had 210 voters (98 absentee) and 112 in person. This was 48% for the township. Thanks to Judy Lueck and Karen Schindler for helping with elections. We had a volunteer from Chippewa county, Jenna Dunlap and we appreciated her help! Town will hold Annual Meeting on April 21, 2020 at 7:30 pm. Open Book is set for April 28th from 12:00 – 2pm and the BOR is scheduled for May 6th from 4:00 – 6pm at Cooks Valley Town hall.
Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of April 13, 2020 regular meeting, Treasurers financial report, April bills, building permits, concerns pertaining to the Plan Commission, discussion and possible action on Purfrac road agreement. Special 7th Congressional district election to be held on May 12, 2020

The next regular town meeting is scheduled for – May 11, 2020 at 7:30 pm
Adjourn:  Darrel Fehr made a motion to adjourn at 8:08 pm.  David Clements seconded the motion. Motion carried 2-0.
