Regular Town Board Meeting

April 14, 2014

Chairman Darrel Fehr called the meeting to order on April 14, 2014 at 8:00 pm.   The supervisors present were
John Sykora and David Clements.   Other officers present were:  Victoria Trinko-Clerk and Judith A. Prince-treasurer.  See the attached list for delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the April town board meeting was duly posted on April 8, 2014 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  There was no public comment.
Darrel Fehr made a motion to move items 11-12 to the 3-4 positions on the agenda.  David Clements seconded the motion.  The motion carried 3-0.
Opening and possible action on bids for paving over newly installed culverts on 40th street and 135th Avenue:   Senn-$8190.00, Monarch Paving-$12,955.00, Perfection Paving-$6170.00, Oium-$9123.00.  David Clements made a motion to accept Perfection Paving’s bid of $6170.00 for paving overly newly installed culverts on 40th Street.  John Sykora seconded the motion.  The motion carried 3-0.
Opening and possible action on bids for paving on 50th Street-TRIP fund bid:  Chippewa County Highway Dept.-paving $121,523.43 shouldering-$7867.50,  On TRIP fund bids, Chippewa County must be 10% under the lowest bid offered, Monarch Paving Co.- paving $137,912.80  shouldering - $8407.99, Dave Michels Grading & Trucking-shouldering $5220.00.  David Clements made a motion to award Monarch Paving the contract for paving on 50th Street using the 58-34 oil at a price of 55.61 per ton for a total of $137,912.80.  John Sykora seconded the motion.  The motion carried 3-0.  John Sykora made a motion to award Dave Michels Grading & Trucking bid for shouldering on 50th Street for 11.60 per ton for approximately a total of $5220.00.  Darrel Fehr seconded the motion.  The motion carried 3-0.
Discussion and possible action on budget categories:  David Clements made a motion to move $600.00 from non-allocated funds to U-131 Gas-LP for a total of 2100.00 and a remaining balance of $8400.00 in non-allocated funds.  John Sykora seconded the motion.  The motion carried 3-0.
Approval of the March 19, 2014 regular monthly town board meeting minutes:  John Sykora made a motion to approve and place on file the March 19, 2014 town board minutes.  David Clements seconded the motion.  The motion carried 3-0. 
Reading by the Treasurer of the March financial report:  The ending check book balance was $122,488.79 as of March 31, 2014.  The total cash assets for the Town of Cooks Valley were $338,020.06.   Direct deposits after March 31, 2014 which will appear on the April statement:  Transportation quarterly payment-$19,142.97 and lottery credit-$3269.82.  A CD is going to rollover this month.    
Reading and approval of the March bills:  David Clements made a motion to approve the March bills.  John Sykora seconded the motion.  The motion carried 3-0.   
Building permits:  there were no building permits submitted.
Discussion of concerns pertaining to the plan commission: No action was taken.
Discussion and possible action of brushing 50th Street and 186th Avenue:  David Michels made an offer to clean out the ditch should and right-of -way on 186th Avenue from 50th Avenue to the swampy area and will maintain the mowing the area cleared for $500.00.   Darrel Fehr made a motion to contract Dave Michels for $500.00 to brush on 186th Avenue east of 50th Street to the swamp area.  David Clements seconded the motion.  The motion carried 3-0.  Darrel Fehr made a motion to contract Dave Michels to clean out the brush on both sides of the road on 50th Street in the designated area on an hourly rate of $120.00 not to exceed$2500.00.  David Clements seconded the motion.  The motion carried 3-0.
Discussion and possible action on renewal of one year trial period for ATV routes:  There have been no complaints or concerns regarding the ATV route, therefore, there was no action taken on this item.
Discussion and possible approval of CSM-Sheila David:  Sheila David is plotting off six acres including the house and selling the remainder of the acreage to Dave Michels.  Darrel Fehr made a motion to accept the CSM of Sheila David and parcel to Dave Michels.  John Sykora seconded the motion.  The motion carried 3-0
Discussion on road review:  The road review will consist of the three board members and Calvin Swartz to be conducted at the end of April or 1st of May.  This quorum will be duly posted by the clerk.
Chairman’s report –Fire Dept-no fire incidents in Cooks Valley this month Mine Road: Bidding for 186th project will be in early May.  Signature for approval of recycling expense form and tonnage chart from Chippewa Recycling Dept. will be sent to Renee Yohnk, recycling coordinator by the town clerk.  WTA-Chippewa County Chapter meeting on April 22, 2014 at the Cleveland Town hall.  A meeting of Town of Cooks Valley, DNR, Dr. Pierce and Dr. Richards is being set up for early May.  This matter of air monitoring needs to be completed soon as Dr. Pierce will need to move to another area that would benefit from these machines.
