Regular Town Board Meeting

April 20, 2018

Chairman Darrel Fehr called the meeting to order on April 20, 2018 at 7:30 pm.  The supervisors present were
 David Clements and Matt Borofka.  Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer.   Delegation:  See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the April 20, 2018 town board meeting was published in the Bloomer Advance on April 11, 2018 and duly posted on April 19, 2018 in the 3 designated places within the Town of Cooks Valley.
Public Comment:  There was no public comment
Discussion and possible action on budget categories:  David Cements made a motion to transfer $20.00 from non-allocated funds to B-074 Wisconsin Town Association Dues and $1000.00 from non-allocated funds to E-113 Election Wages leaving a balance of $7980.00 in non-allocated funds.  Matt Borofka seconded the motion.  The motion carried 3-0. 
Approval of the minutes for the March 12, 2018 regular monthly town board meeting and April 10, 2018 special meeting:  Darrel Fehr made a motion to approve the minutes of the March 12, 2018 regular monthly town board meeting and April 10, 2018 meeting.   Matt Borofka seconded the motion.  The motion carried 3-0.
Reading by Treasurer of March financial report:  The ending balance as of March 31, 2018 was $132,508.44 with the total assets-$287,420.93.  Payments from the state for transportation aids and lottery credit will appear on the April bank statements.
Reading and Approval of the March Bills:  Darrel Fehr made a motion to approve the check vouchers #4579-#4603 for payment of the March bills.  Matt Borofka seconded the motion.  The motion carried 3-0.
Building permits:  Alex Koehler-new house with attached garage and detached garage.  A check of $20.00 was given to the treasurer for deposit.
Discussion and possible action on fire department request to purchase equipment and to review contracts between the fire department and the Town of Cooks Valley:  David Clements reported the fire department would like to review the contract between the fire department and the townships.  A draft of the contract will be sent by the City Administrator to the town clerk for dissemination to the board members for review.  The contract will be discussed at the next Semi-annual Fire/Ambulance meeting.  The Ambulance Dept. is proposing the purchase of a used ambulance in two years.  The Fire Dept. is proposing a purchase of a used stainless steel tank for the water truck.  The cost is approximately 16% for the Town of Cooks Valley of the stainless steel tank or an estimate of $24, 076, 00.  David Clements made a motion to approve the Town of Cooks Valley’s portion  of monies, not to exceed $25,000.00, for the purchase a stainless steel tank to the Bloomer Fire Dept.  Matt Borofka seconded the motion.  The motion carried 3-0.
Discussion and possible action on allowing the Chairman to prepare and place bids for the Town of Cooks Valley projects:  David Clements made a motion to allow the Chairman to prepare and place bids for the Town of Cooks Valley projects.  Matt Borofka seconded the motion. The motion carried 3-0.
Discussion and possible action on excavating wet spots on 130th Avenue:  Darrel Fehr made a motion to contract Dave Michels to excavate the wet spots with possible placement of drain tile on 130th Avenue, not to exceed $5000.00.  Matt Borofka seconded the motion.  The motion carried 3-0.
Chairman’s report: – Fire Dept.  no fire calls reported in the Town of Cooks Valley in the month of March  Mine Roads- EOG and  PurFrac agree in principal with respect to initial cost, current condition (% used), and shared portion of the road in the development of a road agreement.   EOG is reviewing the proposal from PurFrac.
At this time, there is no agreement between the Town of Cooks Valley and Frontier Sands.  Preferred Sands needs to sign off on their agreement with the County and an agreement signed between the County and Frontier Sands before sand can be transported by Frontier.  When an agreement is signed between the Town of Cooks Valley and Frontier Sands, the Town of Cooks Valley will receive .02 per ton of sand hauled from the Frontier Sands mine site. 
The County Zoning Dept. is looking for volunteers to serve on the County Board of Adjustment.
The County has developed a meth home testing program with a set fee which will test six hard surfaces in the home.  This program was developed to provide safety for people moving into rental homes.
Dissemination of Information –Clerk’s report: Board of Review will be scheduled.  New legislation requires the open book to be conducted on one date and the board of review conducted at a later date to allow residents to prepare for the board of review. 
A reminder from the County that paperwork for the ditch cleaning project is due by May 26, 2018.
