Regular Town Board Meeting

August 11, 2017

 

Chairman Darrel Fehr called the meeting to order on August 11, 2017 at 7:30 pm.   The supervisors present were:  David Clements and Matt Borofka.  Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer.   Delegation:  See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the August town board meeting was duly posted on August 7, 2017 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  There was a question about what is happening with the PurFrac mine?  The Chairman related there have been no developments.  PurFrac has placed a bid on Preferred Sands [LaGesse Mine].  The wash plant at the LaGesse Mine has been taken down and appears to be leaving the site. 
Discussion and possible action on budget categories: No action was taken.
Approval of the minutes for the June 26, 2017 and July 17, 2017 special meetings and the July 10, 2017 regular monthly town board meeting:  Matt Borofka made a motion to approve the minutes of the June 26, 2017 and July 17, 2017 special meetings and the July 10, 2017 regular monthly town board meeting:  David Clements seconded the motion.  The motion carried 3-0.
Reading by Treasurer of July financial report:  The ending balance as of July 31, 2017 was $43,267.93 with the total assets-$162,725.15.  The treasurer was given a check from PurFrac for the town’s attorney fees for reviewing the permit.  Chippewa Sands paid their second ½ personal property taxes to the Chippewa County Treasurer.  Chippewa County will cut a check for the personal property amount to the Town of Cooks Valley. 
Reading and Approval of the July Bills:  Darrel Fehr made a motion to approve the check vouchers #4410-#4422 for payment of the July bills.  David Clements seconded the motion.  The motion carried 3-0.                                                                                                                                                                                                      
Building permits:  Andrew Shakal-lean-to pole shed, John Sykora-lean-to addition to pole shed to enclose corn stove, Ryan Soltau-pole shed, Jacqueline Shoebridge-kitchen remodel, Charlie Sundberg-single family home
Discussion and possible action of pertaining to the plan commission:  no action was taken.
Discussion and possible approval of operators license applications:  Darrel Fehr made a motion to approve the operators license applications for the Bloomer Rod & Gun Club-Randy Rihn and Michael k. Gullickson.  
David Clements seconded the motion.  The motion carried 3-0.
Discussion pertaining to new town attorney:  Chairman Darrel Fehr submitted the name of Terry L Dunst and Supervisor David Clements submitted the name of Ben Lane as possible candidates for town attorney.  Darrel Fehr will set up a special meeting date for interviewing each candidate. 
Discussion and possible action on road patching on town roads:  Chairman Darrel Fehr informed the board that Dunn County will not do road patching on 160th Avenue.  Chippewa County will do the work but at double the cost due to having no machine and the work must be done by hand.  Options may be an overlay of 1 ½ inches of paving.  The Chairman will contact Perfection paving and Stanley Sarauer. 
Chairman’s report: – Fire Dept.  There were no fire calls in the Town of Cooks Valley in the month of July.  Mine Roads- Darrel Fehr received the $500.00 rebate from the County for ditch clean up and a notice of recycling aid check. 
Dissemination of Information-Clerk’s report:  Letter from Chippewa Zoning Dept. regarding the need for an inspection of the septic system at North Running Valley Lutheran Church, Liquor/beer application from Jimmy’s Juke Joint.
Future agenda items and business:
Pledge of allegiance, Discussion and possible action on budget categories, minutes of the August 11, 2017 regular meeting,Building permits, on concerns pertaining to the Plan commission, variance-Charlie Sundberg, liquor/beer license application-Jimmy’s Juke Joint
The next meeting will be September 11, 2017 at 7:30 pm.
