Regular Town Board Meeting

August 12, 2019

Chairman Darrel Fehr called the meeting to order on August 12, 2019 at 7:30 pm.  The supervisors present were 
David Clements and Matthew Borofka.  Other officers present were: Vicki Freeberg--clerk and Judith A. Prince –treasurer and Victoria Trinko – Deputy Clerk.  See attached list for delegation present.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting:   The notice for the August 12, 2019 town board meeting was duly posted on August 8, 2019 in the 3 designated places within the Town of Cooks Valley.
Public Comment:  None
Discussion and possible action on budget categories: none
Approval of the July 8, 2019 regular town board meeting minutes: Matt Borofka made a motion to approve the July 8, 2019 meeting minutes.  David Clements seconded the motion – The motion carried 3-0.
 
Reading by Treasurer of July financial report: Ending balance on July 31st of $61,512.58 and total cash on hand $230,589.92 – August 22nd Treasurer will get a check for $47,324.52 from the
Reading and Approval of the July bills:  Darrel Fehr made a motion to approve the check vouchers #4932 - #4947 for payment of the July bills.  Matt Borofka seconded the motion – The motion carried 3-0.

Building permits: Shaun McCurdy to build deck and Faith Lutheran Church to rebuild shed. Driveway permit for Scott Culver.
Discussion and possible action relating to the plan commission: none
Discussion and possible action on bids for shouldering 160th Ave between 70th St and 60th St: Bid received from Dave Michels to do the shouldering: David Clements made a motion to accept the bid from Dave Michels for $6375. Matt Borofka seconded the motion – the motion carried 3-0
Discussion and possible action on bids for crack filling on various town roads: Darrel Fehr received bid from Superior sealers to clear cracks of all debris and apply rubberized joint sealer. Also seal cracks with 3/8 inch fractured rock to prevent tracking. Darrel Fehr made a motion to accept bid for $10,000. Matt Borofka seconded the motion – the motion carried 3-0
Discussion and approval of operator licenses for Bloomer Rod & Gun – Darrel Fehr made a motion to accept 16 operator licenses.  Matt Borofka seconded the motion - the motion carried 3-0.
Discussion and possible action on Purfrac road agreement: Dave Rosenbrook proposed .09 a ton with a cap set by Township. David Clements suggested a quarterly report of tonnage by both EOG and Purfrac to keep it fair. Road would come out on 135th Ave. by Don Sarauer. Darrel wants access road to be paved which would eliminate sand on road. There will need to be pull off lanes on 135th Ave. due to traffic. Dave Rosenbrook will talk to lawyers for both sides to put figures together and we will discuss further at the September regular Town board meeting. Attorney fees to be paid by Purfrac.  
Chairman’s report: – Fire Dept. – June & July checks ($25 each) received from Gary Henderson for fire suppression. Darrel attended meeting on weed control. No weed control to be done this year. No fires to report for month of July. Thank you letter received from Recycling center for our efforts on ditch cleaning.

Dissemination of Information –Clerk’s report: Registered for Municipal Clerk Core training in Manitowoc on September 28, 2019 to run elections in 2020.

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of the August 12, 2019 regular meeting, Treasurers financial report, August bills, building permits, concerns pertaining to the Plan Commission, discussion and possible action on Purfrac road agreement, discuss attendance for meeting on 9/26 in Eau Claire for town officials

The next regular town meeting is scheduled for – September 9, 2019 at 7:30 pm
Adjourn:  David Clements made a motion to adjourn at 8:16 pm.  Darrel Fehr seconded the motion. The motion carried 3-0.
