Regular Town Board Meeting

August 17, 2015

Chairman Darrel Fehr called the meeting to order on August 17, 2015 at 7:30 pm.   The supervisors present were David Clements and Matt Borofka.   Other officers present were:  Victoria Trinko-clerk and Judith A. Prince-treasurer.  See attached attendance sheet.
Certification of proper posting for the scheduled town board meeting: The notice for the August town board meeting was duly posted on August 13, 2015 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Residents residing on 60th Street are happy with the paving that was completed today.  Judith Prince reported the street sign is missing on the intersection of 46th Street and 155th Avenue.  The chairman will investigate if the sign is located in the ditch or a new one is needed.
Discussion and possible action on budget categories:  no action was needed.
Approval of the July 13, 2015 regular monthly town board meeting minutes :  David Clements made a motion to approve and place on file the July 13, 2015 regular monthly town board meeting minutes.  Darrel Fehr seconded the motion.  The motion carried 3-0. 
Reading by the Treasurer of the July financial report:  The ending check book balance was $226,874.34 as of July 31, 2015.  The total cash assets for the Town of Cooks Valley were $409,908.28.  On August 20, the tax settlement of $37,405.79 will be direct deposited in the Town of Cooks Valley checking account.
Reading and approval of the July bills:  Darrel Fehr made a motion to approve payment of the July bills.  David Clements seconded the motion.  The motion carried 3-0.  
Building permits:  Victoria Trinko-steel roof, Steve Schindler-basement under house, Yvonne Seidling-sunroom.
Discussion and possible action of pertaining to the plan commission:  No action was needed pertaining to the plan commission.  A public hearing and plan commission meeting is scheduled for August 26, 2015 regarding the request for a variance by Stacy Pecha.
Discussion and possible approval of CSM Steve Gengler/Joseph Couey:  Darrel Fehr made a motion to approve the CSM submitted regarding the sale of property by Steve Gengler to Joseph Couey and an additional parcel.  Matthew Borofka seconded the motion.  The motion carried 3-0. 
Chairman’s report – Fire Dept. –no fire calls in July for the Town of Cooks Valley- DOR reported the Town of Cooks Valley is in compliance on assessment valuation.  Humane Officer Training is offered in Sept.  Mine roads- 186th Avenue project is complete.  There is a letter from Preferred Sands requesting the board’s signature stating Preferred Sands has 10 full years of use of 186th Avenue following the completion of the road project. 
Dissemination of Information-Clerk’s report:  census estimate of 828 population in the Town of Cooks Valley with an estimation of 589 people of voting age, DOA report, a caution to residents about the ash borer affecting the ash trees in Chippewa County-residents may investigate a prevention method for their ash trees, the recycling grant of $1786.00 for 2015, a decrease in the grant in 2016, with the return to funding at the current level in 2017 according to the state budget as approved by the state Joint Finance Committee based on Governor Walker’s recommendation, Xcel Energy will be holding public hearings regarding  a request to an increase in base natural gas and electric rates in January 1, 2016.  WTA Workshop-David Clements made a motion to pay for workshop fees on local government for Matt Borofka if he decides to attend the workshop in September.  Darrel Fehr seconded the motion.  The motion carried 3-0.

Discussion and possible action on budget categories, Building permits, on concerns pertaining to the Plan commission,  brushing in the town,  Chairman’s report, Dissemination of information, future agenda items and business. Next regular board meeting will be September 14, 2015 at 7:30 p.m. 
Adjourn:  Darrel Fehr made a motion to adjourn at 7:54 pm.  David Clements seconded the motion.  The motion carried 3-0.
