Regular Town Board Meeting

August 8, 2022

 

Chairman Darrel Fehr called the meeting to order on August 8, 2022 at 7:07 pm. The supervisors present 

were David Clements and Matt Borofka. Other officers present: Vicki Freeberg-clerk and Jan Thorson –treasurer.

Recitation of Pledge of Allegiance by delegation present.

Certification of proper posting for the scheduled town board meeting: The notice for the August 8, 2022 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on August 4, 2022.

Public Comment: None 

 

Discussion and possible action on budget categories: Darrel Fehr made a motion to move $500 from Non-allocated funds account to C-082 Clerk Supplies. Leaving balance of $7087 in Non-allocated funds. Dave Clements seconded the motion. The motion carried 3-0

Approval of the July 11, 2022 regular board meeting & July 20 Special meeting minutes – Darrel Fehr made a motion to approve both July 11 & July 20 meeting minutes.   David Clements seconded the motion. The motion carried 3-0.          

 

Reading by Treasurer of July financial report: Ending balance on July 31, 2022 of  $193,362.36 and total cash on hand $474,241.40

                                                   

Reading and Approval of the July bills: Darrel Fehr made a motion to approve check vouchers  #5648 - 5666 for payment of the July bills. Matt Borofka seconded the motion. The motion carried 3-0.

 

Building/driveway permits: Joe Helland to replace siding on house

Discussion and possible action pertaining to plan commission – did not meet

Discussion and possible action on Code of Ethics ordinance – Darrel explained that because of ARPA funds received State requires municipalities to implement a Code of Ethics Ordinance  – Darrel Fehr made a motion to adopt Code of Ethics Ordinance #29.

Discussion and possible action on procurement policy – Darrel Fehr made a motion to accept Standard of Procurement policy mandated by Federal Law. Matt Borofka seconded the motion. The motion carried 3-0

 

Discussion and possible action on amending Town of Cooks Valley 2022 Budget – Darrel Fehr made a motion to move $100,000 from MMD3726 (Fire & Ambulance Fund) to checking account category U-140 New Town Hall expenses to pay upcoming expenses for construction. David Clements seconded the motion. The motion carried 3-0.

Discussion and possible action on use of ARPA Funds  Board discussed use of ARPA funds but will not take action until next board meeting in September.

 

Discussion and possible action on plans for new Town Hall - Ground breaking will be planned for Town records. Ground perked for conventional system, Quality Construction is ordering materials but cannot start until sanitary permit has been approved & then they will get building permit from County. Citizens committee formed to help pick out interior/exterior design Linda Smith, Jim/Judy Lueck, Darrel & Mary Jo Fehr and Rod Thorson. Electric company should be doing work soon.

 

Chairman’s report-fire report-Mine Roads –  Road construction completed by Monarch, shouldering done but pavement too far north on east end and leaving no shoulder room. Mines draining water out of Buchner’s retention ponds. Plant is getting taken down at LaGesse mine, EOG is working on moving earth.

 

 

 

 

Dissemination of Information-  Shared Revenue $5976.04, First Dollar Credit $22,121.06, Computer Aid $27.02, Northern Metal Recycling $120 for 4000 lbs frag feed, Election tomorrow from 7am to 8pm, called Rural Mutual and gave Greg information on new Town hall. Will need to call when construction starts. State Hwy aid received was $24,242.94.

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of August 8, 2022 regular meeting, Treasurers financial report, August bills, building permits, concerns pertaining to the Plan Commission, discussion and possible action on use of ARPA Funds, discussion on new Town hall

                       

The next regular town meeting is scheduled for – September 12, 2022 at 7:00 pm, Open book set for August 15 from 1-3pm and BOR set for August 30 from 5-7pm

 

Adjourn:  Darrel Fehr made a motion to adjourn at 7:40 pm. Matt Borofka seconded the motion. Motion carried 3-0.
