December 10, 2018
Chairman  Darrel Fehr called the meeting to order on December 10, 2018 at 7:30 pm.  The supervisors present were David Clements  and Matt Borofka.  Other officers present  were: Victoria Trinko-clerk and Judith A. Prince-treasurer.  See attached list for delegation present.
    Recitation  of Pledge of Allegiance by delegation present.
    Certification  of proper posting for the scheduled town board meeting: The notice for the December  10, 2018 town board meeting was duly posted on December 6, 2018 in the 3  designated places within the Town of Cooks    Valley.
    Public  Comment:  There was no public comment.
    Discussion  and possible action on budget categories:  David Clements made a motion to transfer from non-allocated funds;  $80.00 to U-133 Telephone, $230.00 to Recycling, and $246.00 to W-057  Snowplowing leaving a balance of $1024.00 in non-allocated funds.  Darrel Fehr seconded the motion.  The motion carried 3-0.
    Approval  of the November 9, 2018 regular town board meeting minutes and the November 13,  2018 special meeting minutes:  Matt  Borofka made a motion to approve November 9, 2018 regular town board meeting  minutes and the November 13, 2018 special board meeting minutes.  David Clements seconded the motion.  The motion carried 3-0. 
    Reading by  Treasurer of November financial report:  The ending balance as of November  30, 2018 was $71,033.91, with the total assets-$239,301.16.  Darrel Fehr made a motion to transfer  $1316.87 from the Town of Cooks Valley checking  account to the Town of Cooks Valley    Emergency fund.   Matt Borofka seconded the motion.   The motion carried 3-0.
    Reading and  Approval of the November bills:  Darrel  Fehr made a motion to approve the check vouchers #4750-#4768 for payment of the November bills.  Matt Borofka seconded  the motion.  The motion carried 3-0.
    Building  permits:  There  were no building permits issued in the month of November.
    Discussion  and possible action relating to the plan commission:  Doug Zwiefelhofer, plan commission chairman,  reported the plan commission has reviewed the revisions of the Comprehensive Land Plan.  There were about 100 changes regarding  census, ordinances, updates on permits, etc.   The draft of changes is ready for the first typing.  Doug Zwiefelhofer recommended two people to  complete the typing of the draft.  Doug  Zwiefelhofer and the town board proposed the work on the Comprehensive Land  Plan be conducted by Tom Short, secretary of the plan commission and Vicki  Freeberg, deputy clerk with compensation in the form of a per diem.  
    Discussion  and possible approval of operators license applications-Bloomer Rod & Gun  Club:  Darrel Fehr made a motion to  approve the operators license applications from the Bloomer Rod & Gun Club  for Wesley Prince, Mitchell Hilger, Michael Galetka, Darren Knutson, and Cory  Zwiefelhofer.  David Clements  seconded the motion.  The motion carried  3-0.
    Discussion  and possible approval of animal control contract:  This item was postponed to the January 2019  regular board meeting.  
    Chairman’s  report: – Fire Dept.  There were no fires  in the Town of Cooks Valley  for the month of November. Mine Roads- Chairman Darrel Fehr reported notices  were sent out from Doug Clary, Chippewa   County Planning and  Zoning Dept. to residents regarding septic maintenance fees of $5.00 will be  added to the tax notices.  Also a notice  was sent to residents that have not had their septic systems previously  pumped.  These residents will be required  to have their septic systems pumped and inspected; then added to the scheduled  septic system list for regular pumping and inspection.   
    Dissemination  of Information –Clerk’s report: Brochure of WTA workshops available to  interested parties.
