Chairman Darrel Fehr called the meeting to order on December 12, 2016 at 7:3 5pm. The supervisors present were: David Clements and Matt Borofka. Other officers present were: Victoria Trinko-clerk [via speaker phone] and Judith A. Prince-treasurer. See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the December town board meeting was duly posted on December 6, 2016 in the 3 designated places within the Town of Cooks Valley.
Public Comment: Calvin Swartz said with the change in the weather, the recycling shelter was much appreciated.
Discussion and possible action on budget categories: Darrel Fehr made a motion to transfer from non-allocated funds the following amounts: $7.37 to E-114 Election Supplies and Misc. Expenses and $454.55 to T-092 Office Supplies -Treasurer leaving a remainder of $6876.7 in non-allocated funds. David Clements seconded the motion. The motion carried 3-0.
Approval of the November 14, 2016 regular monthly town board meeting and November 15, 2016 special board meeting: David Clements made a motion to accept the November 14, 2016 regular monthly town board meeting and November 15, 2016 special board meeting. Darrel Fehr seconded the motion. The motion carried 3-0.
Reading by Treasurer of November financial report: The ending checkbook balance $64,056.07 as of November 30, 2016. The total assets of the Town of Cooks Valley were $228,014.79. A check from Rod and Gun was given to the treasurer for deposit.
Reading and Approval of the November Bills: Darrel Fehr made a motion to approve the check vouchers #4233 to #4255 for payment of the November bills. David Clements seconded the motion. The motion carried 3-0.
Building permits: Erin Borofka-addition of a garage and home updates
Discussion and possible action of pertaining to the plan commission: Doug Zwiefelhofer asked if PurFrac has notified the clerk. There was no notification to the clerk at this time. Procedures for consideration of a non-metallic mining permit will proceed with notification to the clerk, possibly in January or February.
Discussion and possible approval of operators application-Jocelyn Zenner: Darrel Fehr made a motion to approve the operators application of Jocelyn Zenner for the Bloomer Rod & Gun Club. David Clements seconded the motion. The motion carried 3-0.
Discussion and possible renewal of dog catcher contract for 2017: Calvin Swartz presented the dog catcher license for 2017 stating there were no changes to the contract. Darrel Fehr made a motion to approve the dog catcher contract for 2017 to Calvin Swartz. Matt Borofka seconded the motion. The motion carried 3-0.
Chairman’s report: – Fire Dept. There was one fire call in the Town of Cooks Valley to the Joe Yakesh residence for an electrical fire with a cost of $193.50. There was a call from a person about people plowing snow onto the road. If snow is plowed onto the road, it must be pushed off or the person is liable and subject to a fine.
Dissemination of Information-Clerk’s report: The clerk appreciated everyone’s patience with the clerk’s participation over the speaker phone.
