Regular Town Board Meeting

December 9, 2013

Chairman Darrel Fehr called the meeting to order on December 9, 2013 at 8:00 pm.   The supervisor present was
David Clements.   Other officers present were:  Victoria Trinko-Clerk and Judith A. Prince-treasurer.
Certification of proper posting for the scheduled town board meeting: The notice for the December town board meeting was duly posted on December 5, 2013 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  There was no public comment.
Discussion and possible action on budget categories:  David Clements made a motion to move $100.00 from T-094 Treasurer per diem to T-092 Treasurer office supplies.  Darrel Fehr seconded the motion.  The motion carried 2-0.
Approval of the November 11, 2013 regular monthly town board meeting minutes and the November 19, 2013 special board meeting minutes:  David Clements made a motion to approve the November 11, 2013 regular monthly town board meeting minutes and the November 19, 2013 special board meeting minutes.    Darrel Fehr seconded the motion.  The motion carried 2-0.
Reading by the Treasurer of the October financial report:  The ending check book balance was $177,326.38 as of November 30, 2013.  CD #33291 will mature on December 12, 2013.  David Clements made a motion to place $40,000.00 in CD #33291 for six month duration as a fire/ambulance/emergency road fund CD.  Darrel Fehr seconded the motion.  The motion carried 2-0.  Darrel Fehr made a motion to send #30,000.00 as a prepay to the Chippewa County Highway Dept. for snowplowing.  David Clements seconded the motion.  The motion carried 2-0.
Reading and approval of the November bills:  Darrel Fehr made a motion to approve the November bills.  David Clemens seconded the motion.  The motion carried 2-0.   
Building permits:  Matt Rubenzer-pole shed, Paul Sarauer-extension of a pole shed.
Discussion of concerns pertaining to the plan commission: Plan commission Chairman Doug Zwiefelhofer would like to have Dan Masterpole of the land conservation dept. give an update of the reclamation plans at the county level and what the sand mining companies are doing.  Matt Rubenzer has requested a variance concerning a setback for his pole shed. The plan commission plans to meet on January 8, 2014 at 8:00 pm for a public hearing and meeting on this issue.  A public hearing notice will be published and certified letters sent to the adjoining land owners.    
Discussion on progress of mining applications:  All mining companies have signed permits with the Town of Cooks Valley.  Preferred Sands does not want to pay for extra sand and salt.  This comment was a result of Superior Sands hauling and slipping on the roads and requesting more salt and sand placed on 186th Avenue. 
Discussion and possible action on dog catcher’s contract:  Calvin Swartz, animal control officer, presented the contract which was the same as last year.  Darrel Fehr made a motion to approve the animal patrol officer contract for 2014.  David Clements seconded the motion.  The motion carried 2-0. 
Possible Approval of Election workers for 2014-2015:  Darrel Fehr made a motion to accept the nominations for election workers.  David Clements seconded the motion.  The motion carried 2-0.
Discussion and possible action on Isaac Schindler request to place a pipe under 150th Avenue:  Darrel Fehr made a motion to issue Isaac Schindler a permit to push a pipe under 150th Avenue at the level of the ditch with a sufficient diameter to accommodate the pipe and apparatus.  David Clements seconded the motion.   The motion carried 2-0.
Chairman’s report –Fire Dept- Town of Cooks Valley fire-Mark Clements-smoking smoke house,  Mine Road 186th Avenue bid for reconstruction will be published on January 10, 2014.
