Regular Town Board Meeting

December 9, 2019

Chairman Darrel Fehr called the meeting to order on December 9, 2019 at 7:30 pm. The supervisors present were
David Clements.  Other officers present were: Vicki Freeberg--clerk and Judith Prince –treasurer. See attached
list for delegation present.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the December 9, 2019 board meeting was duly posted on December 6, 2019 in the 3 designated places within the Town of Cooks Valley.
Public Comment:  Some discussion on concerns by town members on ice build up on roads and the length of time it takes for the County to get side roads plowed. Darrel will talk to the county about these issues.
Darrel made a motion to move Purfrac Item #12 and Mutual Rural Ins item #13 up on the list . David Clements seconded the motion. The motion carried 2-0
Discussion and possible action on Purfrac road agreement – Send the road agreement to our attorney to review and then a meeting will be set to go over it with Purfrac.
Discussion and update on policy with Rural Insurance for 2020 – Greg presented the updates on policy coverages and brought copy of the bill. It was not received by clerk, so will be paid with the December bills in January. Premium did increase slightly for 2019.  

Discussion and possible action on budget categories:  Darrel Fehr made a motion to move $500 from Nonallocated Funds to Recylcing S-162. David Clements seconded the motion. The motion carried 2-0.                        
Darrel Fehr made a motion to move $22,000 from checking back into Fire, Ambulance & Road Fund. David Clements seconded the motion. The motion carried 2-0.
Approval of the November 11, 2019 regular town board meeting and 2 meetings on November 20, 2019 special meeting minutes (5:00 pm & 7:30 pm) - David Clements made a motion to approve all three meeting minutes.  Darrel Fehr seconded the motion – The motion carried 2-0.
 
Reading by Treasurer of November financial report: Ending balance on November 30th - $129,034.79 and total
Cash on hand $298,665.12
Reading and Approval of the November bills: Darrel Fehr made a motion to approve check vouchers #4996 - 5012 for payment of the November bills.  David Clements seconded the motion – The motion carried 2-0.

Building/driveway permits: Refund on driveway permit for Ryan Michels and no building permits
Discussion and possible action relating to the plan commission: Doug asked if we have reviewed the new Comprehensive Plan and approved it. We will add that to January agenda.
Chairman’s report: – Fire Dept. – nothing for fires in Cooks Valley for November.  Darrel will check 65th St. for missing signs and ice build up on roads.
Discussion and possible approval of Election workers for January 2020 through December 31, 2021 – Darrel Fehr made a motion to accept the list of 8 election workers for new term.  David Clements seconded the motion. The motion carried 2-0.
Dissemination of Information- clerk’s report – WTA Annual meeting to be held in February at Florian Gardens in Eau Claire, purchase agreement received by KerberRose and Clerk will send back to get new computer and IT services with WEC grant funds, reported that Chief Inspectors will attend training on Dec 18 and have their hours completed for 2019.
Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of  December 9, 2019 regular meeting, Treasurers financial report, December bills, building permits, concerns pertaining to the Plan Commission, discussion and possible action on Purfrac road agreement, discuss and approve funds for Board members to attend WTA meeting

The next regular town meeting is scheduled for – January 13, 2020 at 7:30 pm
Adjourn:  David Clements made a motion to adjourn at 8:39 pm.  Darrel Fehr seconded the motion. The motion carried 2-0.
