Regular Town Board Meeting

February 13, 2017

 

Chairman Darrel Fehr called the meeting to order on February 13, 2017 at 7:30 pm.   The supervisors present were:  David Clements and Matt Borofka.  Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer.    See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the February town board meeting was duly posted on February 9, 2017 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Judith Prince reported on behalf of Calvin Swartz there were large chunks of wood on 10th Street due to brushing.  Darrel Fehr, chairman, said he had seen the crew cleaning up the road but would drive to the street to check out the road.  Beth Pagel said large cracks have appeared in the new paving on 60th Street.  Darrel Fehr said the town board would most likely be doing cracksealing on 60th Street this summer to preserve and maintain the road.
Discussion and possible action on budget categories:  no action was taken
Approval of the January 23, 2017 regular monthly town board meeting:  David Clements made a motion to accept the January 23, 2017 regular monthly town board meeting.  Matt Borofka seconded the motion.  The motion carried 3-0.
Reading by Treasurer of January financial report:  The ending checkbook balance was $38,885.40 as of January 31, 2017.  The total assets of the Town of Cooks Valley were $202,953.33. 
Reading and Approval of the January Bills:  David Clements made a motion to approve the check vouchers #4278 to #4298 for payment of the January bills.  Matt Borofka seconded the motion.  The motion carried 3-0.
Building permits:  Christopher & Angela Harmon-pole shed
Discussion and possible action of pertaining to the plan commission: There will be a public hearing pertaining to the non-metallic mine application by PurFrac with a meeting of the plan commission following the public hearing on February 22, 2017 at 8:00 pm.   
Discussion and possible approval of CSM-Rosenbrook:  Darrel Fehr made a motion to approve the CSM of Rosenbrook lots and notify Doug Clary at the Zoning Dept. of Chippewa County of the town’s approval of the CSM.  David Clements seconded the motion.  The motion carried 3-0.
Discussion and possible action on brushing of town roads:  JJ Clearing has used up the allocated funds on the brushing project.  The board would like to have this project completed.  Darrel Fehr made a motion to add $10,000.00 to the brushing project.   Matt Borofka seconded the motion.  The motion carried 3-0. 
Chairman’s report: – Fire Dept.   There were no fire calls in the Town of Cooks Valley in January 2017  Mine Report:  Chairman Darrel Fehr will submit bids for construction work on 155th Avenue, east of State Highway 40 and 50th Street, north of 186th Avenue. 
Dissemination of Information-Clerk’s report:   Synopsis of recycling activity for 2016 compiled by Calvin Swartz, CVTC board appointments, letter from assessment association, Response from Rural Insurance concerning annual audit-adjustment to annual premium.
Future agenda items and business:
Pledge of allegiance, Discussion and possible action on budget categories, Building permits, on concerns pertaining to the Plan commission, minutes of the February 13, 2017 meeting, plan commission terms and appointments, Chairman’s report, Dissemination of information, future agenda items and business.  Next regular board meeting will be March 13, 2017 at 7:30 p.m.  There will be a primary election on February 21, 2017. Public hearing on February 22, 2017 at 8:00 pm with plan commission following.
Dr. Crispin Pierce has submitted his air monitoring report.  One preliminary observation was that peaks in the particle level were on days of truck operation and not wind direction.  Dr. Pierce will be submitting a more comprehensive report.
Adjourn:  Darrel Fehr made a motion to adjourn at 7:53 pm.  David Clements seconded the motion.  The motion carried 3-0.
