Regular Town Board Meeting

February 9, 2015

 

Chairman Darrel Fehr called the meeting to order on February 9, 2015 at 8:00 pm.   The supervisor present was David Clements.   Other officers present were:  Victoria Trinko-Clerk and Judith A. Prince-treasurer.  See attached attendance sheet.
Certification of proper posting for the scheduled town board meeting: The notice for the February town board meeting was duly posted on February 5, 2015 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Victoria Trinko related when her daughter arrived home for a visit, her daughter’s voice and throat became irritated and said the house smelled like chalk dust.  Victoria Trinko purchased 3 more air purifiers for her home and it seems to be alleviating the dust smell, throat and voice irritation.  Doug Zwiefelhofer asked if Chippewa County personal have attended a town meeting to inform the Town of Cooks Valley on sand mine updates.  Chairman Darrel Fehr said the county has contacted him and they will be attending the April town board meeting. 
Discussion and possible action on budget categories:  David Clements made a motion to move $200.00 from non-allocated funds to A-102 Assessor Expenses and Supplies leaving a balance of $8800.00 in non-allocated funds.  Darrel Fehr seconded the motion.  The motion carried 2-0.
Approval of the January 12, 2015 regular monthly town board meeting minutes:  David Clements made a motion to approve and place on file the January 12, 2015 regular monthly town board meeting minutes.  Darrel Fehr seconded the motion.  The motion carried 2-0. 
Reading by the Treasurer of the January financial report:  The ending check book balance was $72,710.28 as of January 31, 2015.  The total cash assets for the Town of Cooks Valley were $309,892.60.   
Reading and approval of the January bills:  Darrel Fehr made a motion to approve payment of the January bills.  David Clements seconded the motion.  The motion carried 2-0.  
Building permits:  Greg and Angela Clements-remodeling.
Discussion and possible action of concerns pertaining to the plan commission:  no action was needed.
Discussion and possible action on the review/resolution of Chapter 23 Schedule of Fees and Forfeitures:  Darrel Fehr made a motion to accept the resolution to change the schedule of Fees and Forfeitures in Chapter 23.
David Clements seconded the motion.  The motion carried 2-0.
Discussion and possible action on purchase of WisLine materials for Updating the Land Comprehension Plan:  Darrel Fehr made a motion to order a copy of the power point materials bundle for the plan commission.  David Clements seconded the motion.  The motion carried 2-0.
Discussion and possible action on renaming CD/Money Market Funds:  David Clements made a motion to categorize all of the Town of Cooks Valley certificates of deposit as a new fire truck fund, a new ambulance fund, an emergency road fund, and remodel and build a new town hall with the exception of the certificate of deposit MMA112 and 42261.  Darrel Fehr seconded the motion.  The motion carried 2-0.  As the certificates of deposit mature, the treasurer will place them into the fund MMdA3726 where funds can be withdrawn at any time without a penalty as long as a minimum balance of $5000.00 is retained.  
Discussion and possible action on resolution for preemption of local control:  Darrel Fehr made a motion to approve the resolution for preemption of local with a copy sent to the representative and senator representing the Town of Cooks Valley area.  David Clements seconded the motion.  The motion carried 2-0.
Discussion and possible action on assessor contract:  Darrel Fehr made a motion to approve the contract of the assessor for three years-2015, 2016, 2017 for the sum of $5300.00 to be paid at the conclusion of the board of review.  David Clements seconded the motion.  The motion carried 2-0.
Chairman’s report – Fire Dept. – Brian LaGesse’s shed on County Highway A as the fire call for the Town of Cooks Valley.  Mine roads-  The 186th Avenue road appears to be holding up with the current truck traffic.  Chairman Darrel Fehr will be attending a meeting on Thursday Feb. 12, 2015 at the County Courthouse concerning the Loran Zwiefelhofer sand mine.
