Chairman Darrel Fehr called the meeting to order on January 11, 2016 at 7:30 pm. The supervisors present were David Clements and Matt Borofka. Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer. See attached attendance sheet.

Certification of proper posting for the scheduled town board meeting: The notice for the January town board meeting was duly posted on January 7, 2016 in the 3 designated places within the Town of Cooks Valley.
Public Comment: Calvin Swartz, recycling manager, distributed a yearly report of recycling data: number of people served and amount of money collected. Calvin Swartz requested to purchase a portable hut to place in the recycling area for protection from the elements. Opening the town hall for warmth or protection from the rain isn’t the most efficient method for serving the public. Ken Schmidt announced he has filed papers for a position on the county board. The primary for determining the candidates is February 16, 2016. Voter ID will be required at the elections. Beth Pagel inquired about pending legislation concerning the elimination of local governmental control. Chairman Darrel Fehr said that some town boards have gone too far in regulating industrial sand mines and bills to curb town boards are being introduced and are likely to be passed in the future. Question: What should we do? The response from the board was that members of the board and residents should contact their legislators to vote against the restrictions on local control. Approval of the December 14, 2015 regular monthly town board meeting minutes: David Clements made a motion to approve and place on file the December 14, 2015 regular monthly town board meeting minutes. Matthew Borofka seconded the motion. The motion carried 3-0.
Reading by the Treasurer of the December financial report: The ending check book balance was $170,451.71 as of December 31, 2015. The total cash assets for the Town of Cooks Valley were $221,021.58.
Reading and approval of the December bills: David Clements made a motion to approve payment of the December bills. Matt Borofka seconded the motion. The motion carried 3-0.
Building permits: There were no requests for building permits.
Discussion and possible action pertaining to the plan commission: Doug Zwiefelhofer, chairman of the plan commission, proposed scheduling a future plan commission meeting on Chapter 7 Lot Size for February 3, 2016 at 8:00 pm. This will be an informational meeting concerning the five acre lot size requirement.
Discussion and possible action on soliciting bids for the Town of Cooks Valley: Chairman Darrel Fehr requested the board’s permission to solicit bids for the town eliminating the need for a special meeting or placement on the agenda. Matthew Borofka made a motion to grant permission to Chairman Darrel Fehr to solicit bids for the Town of Cooks Valley. David Clements seconded the motion. The motion carried 2-0. Chairman Darrel Fehr abstained from the vote.
Possible approval of the election workers for 2016-2017: Darrel Fehr read the following names and made a motion for approval of the appointments as election workers for 2016-2017: Mary Kay Fanetti, Judith Prince, Lori Lundgren, Elizabeth Pagel, Judith Lueck, and Virginal Berge. David Clements seconded the motion. The motion carried 3-0.
Chairman’s report: – Fire Dept. Ambulance assistance on 40th St. Nov.20, 3015 Mine roads: Chairman Darrel Fehr requested tonnage reports: Chippewa Sands-410,898.84 tons, EOG-48,382 tons, reject sand hauled back-16,087, no report from Preferred Sands.
Dissemination of Information-Clerk’s report: rat terrier found, Scott Construction-thank you card, approved driveway permit from county-Kyle Warner, petition for MFL-Lester/Carol Paulson-revocable living trust.
