Regular Town Board Meeting

January 13, 2014

Chairman Darrel Fehr called the meeting to order on January 13, 2014 at 8:00 pm.   The supervisors present were
John Sykora and David Clements.   Other officers present were:  Victoria Trinko-Clerk and Judith A. Prince-treasurer.
Certification of proper posting for the scheduled town board meeting: The notice for the January town board meeting was duly posted on January 7, 2014 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  There was no public comment.
Discussion and possible action on budget categories:  no action was taken.
Approval of the December 9, 2013 regular monthly town board meeting minutes:  John Sykora made a motion to approve and place on file the December 9, 2013 town board minutes.  David Clements seconded the motion.  The motion carried 3-0. 
Reading by the Treasurer of the December financial report:  The ending check book balance was $69,823.58 as of December 31, 2013.  The 1st payment of the transportation fund was made on January 5, 2014.
Reading and approval of the December bills:  Darrel Fehr made a motion to approve the December bills.  David Clemens seconded the motion.  The motion carried 2-0.   
Building permits:  Nate Splett-insulating and heating system in pole shed.
Discussion of concerns pertaining to the plan commission: Plan commission Chairman Doug Zwiefelhofer reported on the meeting on January 8, 2014 at 8:00 pm regarding the request for a variance on setback requirements for an outbuilding by Matt Rubenzer.  The plan commission recommends the approval of the request for a variance for a setback by Matt Rubenzer.  David Clements made a motion to approve a variance for Matt Rubenzer for a setback of 22 feet from the lot line instead of the required 30 feet.  John Sykora seconded the motion.   The motion carried 3-0.      
Discussion on progress of mining applications:   Chairman Darrel Fehr received an email from EOG concerning Louis and Jane Sonnentag’s letter of refusal of money for safety enhancement features.  The property will remain as is with regards to the residence.  Dan Masterpole will attend the February meeting to update the board and plan commission on land conservation and reclamation with regard to the sand mining sites.
Discussion and possible action of training at animal control seminar:  Calvin Swartz, animal control officer, presented a brochure on a Chemical Immobilization clinic which lasts two days for a $645.00.  David Clements made a motion to pay the expenses for Calvin Swartz to attend a Chemical Immobilization Clinic workshop with a fee for $645.00.  John Sykora seconded the motion.  The motion carried 3-0.
Discussion and possible action on Matt Rubenzer variance request:  action on this item was taken on plan commission item.
Chairman’s report –Fire Dept- a check of $429.00 from Todd Fanetti for ambulance assistance call.  Mine Road: Chairman Darrel Fehr read an email from Preferred Sands indicating their desire to be involved in the decision making on the project of 186th Avenue reconstruction and the placement of bids for the project.  Rob Krecji of the Chippewa County Highway Dept. would like a meeting with the Town of Cooks Valley concerning 186th Avenue.
