Regular Town Board Meeting

January 13, 2020

 

Chairman Darrel Fehr called the meeting to order on January 13, 2020 at 7:30 pm. The supervisors present were
David Clements.  Other officers present were: Vicki Freeberg--clerk and Judith Prince –treasurer. See attached
list for delegation present.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the January 13, 2020 board meeting was duly posted on January 9, 2020 in the 3 designated places within the Town of Cooks Valley.
Public Comment: David Clements attended a board meeting in Auburn township. Crucial information was presented on Superior Sand and the arsenic problem in the water. Dan Masterpole was present and will be at the upcoming board meeting for Town of Cooks Valley in February.
Discussion and possible action on budget categories: None
Approval of the December 9, 2019 regular town board meeting minutes – Darrel Fehr made a motion to approve December 9, 2019 meeting minutes.  David Clements seconded the motion . The motion carried 2-0.
 
Reading by Treasurer of December financial report: Ending balance on December 31st - $96,682.53  and total
Cash on hand $266,457.81  
Reading and Approval of the December bills: David Clements made a motion to approve check vouchers #5013 - 5039 for payment of the December bills.  Darrel Fehr seconded the motion – The motion carried 2-0.

Building/driveway permits: Darrel had completed driveway permit for Damian Prince

Discussion and possible action relating to the plan commission: Darrel Fehr made a motion to accept 2nd addition 2020 – 2030 Town of Cooks Valley Comprehensive Plan and post to website. David Clements seconded the motion. The motion carried 2-0
Discussion and possible action on town computer and web site security – Darrel suggested that Judy check with county to make sure security is up to date on her programs.

Chairman’s report: – Fire Dept. – nothing for fires in Cooks Valley for December.  Darrel checked roads with  ice build up, and they are still not good.  Frontier mine has not mined since Sept 30, 2018, and no plans to mine in 2020.
Discussion and possible action to approve Board attendance at WTA conference in February – Darrel Fehr approved two people to attend.  David Clements seconded the motion. Motion carried 2-0
Discussion and possible action on Purfrac road agreement – Nothing decided and no attendance by Purfrac. Still working with attorneys on details of contract.
Dissemination of Information- clerk’s report – Informed Board that tobacco sales age requirement changed from 18 years to 21 years and filed form with the state, updated Board on training done in December & January for Election workers, email that new laptop was shipped by KerberRose on January 13th.
Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of  January 13, 2020 regular meeting, Treasurers financial report, January bills, building permits, concerns pertaining to the Plan Commission, discussion and possible action on Purfrac road agreement, Calvin Swartz animal control contract, Land conservation representative Dan Masterpole will attend, discuss purchase of package with Kerberose to insure security on Treasurer & Chairman’s computer

The next regular town meeting is scheduled for – February 10, 2020 at 7:30 pm
Adjourn:  Darrel Fehr made a motion to adjourn at 8:19 pm.  David Clements seconded the motion. The motion carried 2-0.
