Regular Town Board Meeting

January 7, 2019

Chairman Darrel Fehr called the meeting to order on January 7, 2019 at 7:30 pm.  The supervisors present were David Clements and Matt Borofka.  Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer.  See attached list for delegation present.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the January 7, 2019 town board meeting was duly posted on January 3, 2019 in the 3 designated places within the Town of Cooks Valley.
Public Comment:  There was no public comment.
Discussion and possible action on budget categories:  There was no action taken on this item.
Approval of the December 10, 2018 regular town board meeting minutes:  David Clements made a motion to approve the December 10, 2018 minutes.  Matt Borofka seconded the motion.  The motion carried 3-0.
Reading by Treasurer of December financial report:  The ending balance as of December 31        , 2018 was $68,100.78, with the total assets-$236,505.62.  Treasurer Judy Prince reported the estimated 2019 transportation aid from the St. Of WI to the Town of Cooks Valley is $86,410.13.
Reading and Approval of the December bills:  Darrel Fehr made a motion to approve the check vouchers #4769-#4800 for payment of the December bills.  Matt Borofka seconded the motion.  The motion carried 3-0.
Building permits:  There were no building permits issued in the month of December.
Discussion and possible action relating to the plan commission:  There was no action taken on this item.  Deputy Clerk, Vicki Freeberg, reported she and Tom Short, secretary for the plan commission, plan on meeting in January to type the minutes and revision of the Land Comprehensive Plan that has been updated by the plan commission.
Discussion and possible approval of animal control contract: Calvin Swartz, animal control designee for the Town of Cooks Valley submitted a contract from himself and Susie Swartz for the year 2019 with no changes to the contract.  Darrel Fehr made a motion to approve the Animal Control Contract submitted by Calvin & Susie Swartz for the year 2019.   Matt Borofka seconded the motion.  The motion carried 3-0. 
Discussion and possible action on WISA conference Feb. 20, 2019:  Victoria Trinko informed the board of the agenda/registration fee for the WISA conference.  Darrel Fehr made a motion to submit registration fees for a total of$100.00 for Darrel Fehr and Matt Borofka to attend the WISA conference on Feb. 20, 2019 in Eau Claire.  David Clements seconded the motion.  The motion carried 3-0.  The clerk will complete the registration form and mail the completed registration form with payment prior to Feb. 1, 2019. 
Chairman’s report: – Fire Dept.  There were no fires in the Town of Cooks Valley for the month of December.  The Chairman received a check for $25.00 for a fire suppression fee for a fire/car accident call in the Town of Cooks Valley from last year.  A check of $25.00 will be paid monthly until the full amount of the fire suppression fee is reimbursed. Mine Roads- Chairman Darrel Fehr requested the Chippewa Highway Dept. to sand various town roads due to icy conditions.  Darrel Fehr contacted PurFrac concerning their intentions on their non-metallic mining permit application.  PurFrac would like the permit application to remain in place until sand contracts have been obtained and the road agreement has been resolved.  The chairman requested PurFrac attend the EOG annual permit review in March to update the board on their progress in the permit application. 
Dissemination of Information –Clerk’s report: There were no items to report.

The Clerk will contact the E.O. Johnson representative to attend the February town board meeting.
The next meeting will be February 11, 2019 at 7:30 pm.  
Adjourn:  Darrel Fehr made a motion to adjourn at 7:55 pm.   David Clements seconded the motion.  The motion carried 3-0.
