Regular Town Board Meeting

July 10, 2017

 

Chairman Darrel Fehr called the meeting to order on July 10, 2017 at 7:30 pm.   The supervisors present were:  David Clements and Matt Borofka.  Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer.   Delegation: Rod Thorson See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the July town board meeting was duly posted on July 6, 2017 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  There was no public comment. 
Discussion and possible action on budget categories: No action was taken.
Approval of the June 19, 2017 regular monthly town board meeting:   Matt Borofka made a motion to approve the June 19, 2017 regular monthly town board meeting.  David Clements seconded the motion.  The motion carried 3-0.
Reading by Treasurer of June financial report:  The ending balance as of June 30, 2017 was $12,397.52 with the total assets-$131,804.04.  The Treasurer reported $19,911.58 was directly deposited on July 3, 2017 reflecting the second 2017 transportation aid payment.  The treasurer was given the checks from Valley Tavern and Bloomer Rod & Gun Club for liquor/beer/cigarette/operators licenses.  These transactions will be reflected on the July financial report.
Reading and Approval of the June Bills:  Darrel Fehr made a motion to approve the check vouchers #4396-#4409 for payment of the June bills.  Matt Borofka seconded the motion.  The motion carried 3-0.                                                                                                                                                                                                      
Building permits:  There were no building permits issued this past month.
Discussion and possible action of pertaining to the plan commission:  no action was taken.
Discussion and possible approval of operators and picnic licenses:  Darrel Fehr made a motion to approve the operators license applications for the Bloomer Rod & Gun Club and the picnic license application for St. John the Baptist Church.  Matt Borofka seconded the motion.  The motion carried 3-0.
Discussion and possible action on spray patching on 70th Street and 160th Avenue:  Chairman Darrel Fehr has talked with the Chippewa County Highway Dept. concerning spray patching vs. flex-patching.  The County’s spray patching is a manual procedure.  Darrel Fehr will contact the Dunn County Highway Dept. to conduct the spray patching with their machine.  David Clements made a motion to approve the project of spray patching, not to exceed $10,000.00, on 70th Street and 160th Avenue.  Darrel Fehr seconded the motion.  The motion carried 3-0. 
Discussion and possible action on culvert replacement on 130th Avenue: Darrel Fehr communicated with the Chippewa County Highway Dept. concerning this project.  The County does not consider a 42 inch culvert a feasible option and this 42 inch culvert would not be reimbursable from the County as there are presently two 24 inch culverts at the location.  Rod Thorson presented his summary of his research of the130th Street culvert regarding existing condition, design, plans & reviews, estimate and options.  Darrel Fehr made a motion to have the Chippewa County Highway Dept. replace the culvert on 130th Avenue according to the Town of Cooks Valley specifications.  David Clements seconded the motion.  The motion carried 3-0. 
Chairman’s report: – Fire Dept.  There were no fire calls in the Town of Cooks Valley in the month of June.  Mine Roads- Darrel Fehr sent an email to PurFrac concerning the testing/monitoring of wells and the sand off the press for heavy metals and acrylamides in the non-metallic mining permit.  In a phone call, Dave Rosenbrook asked how the permit is progressing.  The board will be making inquiries into retaining a Town of Cooks Valley attorney. 
Dissemination of Information-Clerk’s report:  Brochure and sample pen with Town of Cooks Valley name for purchase.  The board did not pursue the purchase.

Pledge of allegiance, Discussion and possible action on budget categories, minutes of the June 26, 2017 special meeting and July 10, regular meeting,Building permits, on concerns pertaining to the Plan commission,
The next meeting will be August 11, 2017 at 7:30 pm.   NOTE THIS IS A CHANGE OF DAY TO FRIDAY.
