Regular Town Board Meeting

July 11, 2016

Chairman Darrel Fehr called the meeting to order on July 11, 2016 at 7:30 pm.   The supervisors present were David Clements and Matt Borofka.   Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer.    See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the July town board meeting was duly posted on July 6, 2016 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  There was no public comment.
Discussion and possible action on budget categories:  no action was taken
Approval of the June 13, 2016 regular monthly town board meeting minutes:  David Clements made a motion to approve and place on file the June 13, 2016 regular monthly town board meeting minutes.  Matt Borofka seconded the motion.  The motion carried 3-0. 
Reading by the Treasurer of the June financial report:  The ending check book balance was $132,867.96 as of June 30, 2016.  The total cash assets for the Town of Cooks Valley were $295,646.13.   The treasurer reported the quarterly transportation aid payment of $19,911.58 was direct deposited on July 5, 2016.  Checks of $279.00 for Valley Tavern liquor/beer license and $104.00 for Bloomer Rod & Gun Club beer license were given to the treasurer for deposit.
Reading and approval of the June bills:  David Clements made a motion to approve payment of the June bills.  Matthew Borofka seconded the motion.  The motion carried 3-0.  
Building permits:  Barlow Farm LLC-new barn & garage roof, Shaun McCurdy-pole shed
Discussion and possible action pertaining to the plan commission:  no action taken.
Discussion and possible on paving for 20th Street/Lookout Lane:  About fifty feet on each end of 20th Street/Lookout Lane need paving to protect the chip asphalt and edges of County Highway A.  Darrel Fehr made a motion to add asphalt approaches on the north and west ends of 20th Street/Lookout Lane onto County Highway A to be completed by the Chippewa County Highway Dept.  Matt Borofka seconded the motion.  The motion carried 3-0.
Discussion and possible approval of picnic application and operators applications:  Darrel Fehr made a motion to approve the picnic application for St. John the Baptist Church.  Matt Borofka seconded the motion.  The motion carried 3-0. 
Discussion and possible action installation of private culverts on County roads:  Chippewa County Highway Dept. has filled in the culvert that collapsed in Helen Zwiefelhofer’s driveway.  The County feels there is no need for a driveway culvert.  The hole in the driveway has been filled.  The board recommended postponement of action until the County moves on this issue- if a heavy rainfall would wash out the driveway or water would cross County Highway C or no issues would arise from a heavy rainfall.   Darrel Fehr made a motion to place this item on the August agenda.  David Clements seconded the motion.  The motion carried 3-0. 
Chairman’s report: – Fire Dept. no calls in Town of Cooks Valley in June.  On May 25, an audit was conducted by Rick Summerfield on the Bloomer Fire Dept. to determine compliance with the regulations for the 2% fire dues program as ordered by the office of Governor Walker.  The Bloomer Fire Dept. passed the audit and the Town of Cooks Valley will receive the 2% fire dues payment.  The recycling grant will be in the amount of $1359.00.  This is a reduction from previous years.  The Town of Cooks Valley received $500.00 from Chippewa County for the ditch cleanup project to be awarded to the clubs that conducted the cleanup. Humane Officer Training classes are being offered in Sept.    Mine Roads- No changes in the mine road projects.  PurFrac has not contacted the Town of Cooks Valley board.  Steve Schimmel is no longer with Chippewa Sands Company.  The contact person is Michele Karlstad.

Adjourn:  Darrel Fehr made a motion to adjourn at 7:54 pm.  David Clements seconded the motion.  The motion carried 3-0.
