Regular Town Board Meeting

July 13, 2015

Chairman Darrel Fehr called the meeting to order on July 13, 2015 at 7:30 pm.   The supervisors present were David Clements and Matt Borofka.   Other officers present were:  Victoria Trinko-clerk and Judith A. Prince-treasurer.  See attached attendance sheet.
Certification of proper posting for the scheduled town board meeting: The notice for the July town board meeting was duly posted on July 7, 2015 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Residents residing on 60th Street inquired,”When will the paving be done?”  The paving is tentatively scheduled to be completed August 6, 2015.
Discussion and possible action on budget categories:  David Clements made a motion to move $5300.00 from non-allocated funds to A-101 Assessor Salary and $600.00 from non-allocated funds to U-138 Town Hall Maintenance and Repair with a remaining amount of $1850.00 in non-allocated funds.  Darrel Fehr seconded the motion.  The motion carried 3-0.
Approval of the June 8, 2015 regular monthly town board meeting minutes and June 9th, 17th, 29th  and July 6, 2015 special meeting minutes :  David Clements made a motion to approve and place on file the June 8, 2015 regular monthly town board meeting minutes and June 9th, 17th, 29th  and July 6, 2015 special meeting minutes.  Matt Borofka seconded the motion.  The motion carried 3-0. 
Reading by the Treasurer of the June financial report:  The ending check book balance was $155,593.76 as of June 30, 2015.  The total cash assets for the Town of Cooks Valley were $372,245.05.  Checks for liquor/beer licenses, building permits and fire suppression were given to the treasurer for deposit.   The treasurer informed the board of a deposit from the state for transportation aid was made July 6, 2015 and by July 31, 2015, Preferred Sands should have deposited the remainder of their personal property taxes.
Reading and approval of the June bills:  Darrel Fehr made a motion to approve payment of the June bills.  David Clements seconded the motion.  The motion carried 3-0.  
Building permits:  Brandon Erickson-attached/non-attached deck, Wendy Meinen-prebuilt storage shed.
Discussion and possible action of concerns pertaining to the plan commission:  no action was taken. 
Review of insurance policy:  Greg Hayes, Rural Insurance agent, provided pages of the current coverage, annual premium, and additional coverage.  He had measured and taken pictures of the buildings and premises to update the policy information.  Darrel Fehr made a motion to increase the limits for liability to five million/10 million.  Matt Borofka seconded the motion.  The motion carried 3-0.  Greg Hayes will send an update on the coverage and additional billing needed for the increase in liability. 
Darrel Fehr made a motion to move item #12 to item #11 on the agenda.  David Clements seconded the motion.  The motion carried 3-0. 
Discussion and possible approval of bids for flexpatching/cracksealing:  Chip sealing-Chippewa County 186th west-$14,300.00, 186th east-$17,820.00, 40th Street-$26,950.00.Fahrner 186th west-$10,082.00, 186th east-$$7313.00, 40th Street-$15,194.00-Fahrner withdrew their bid as used linear instead of squares.  Scott Construction 186th west-$20,298.00, 186th east-$17,178.00, 40th Street $31,559.00.  David Clements made a motion to accept the Scott Construction bid for chip sealing on 186th Avenue west and east but not 40th Street for a total of $37,476.00.  Matt Borofka seconded the motion.  The motion carried 3-0.  Crack filling- Oium west ½ of 135th Avenue $28,064.00, east end of 135ht Avenue $4023.00, Scott Construction west ½ of 135th Avenue $41146.00, east end of 135th Avenue $$8104.00 Fahrner total for all roads $59,598.00.  EOG, who will be paying for the crack filling on 135th Avenue and 20th Street to the mine entrance, requested Scott Construction to be awarded the project.  Darrel Fehr made a motion to approve the bids of Scott Construction for 135th Avenue west of County Highway DD and 20th Street north of 135ht Avenue, the east end of 186th  Avenue to 60th Street, 40th Street south of 155th Avenue for a total of $21,846.00 and to Oium 135th  Avenue east of County Highway DD to State Highway DD, 186th  Avenue from the mine entrance to 60th Street, 50th Street from 186th Avenue to County Highway A for a total of $7284.00 for crack filling.  David Clements seconded the motion.  The motion carried 3-0.
Discussion and possible approval operators license applications:  Darrel Fehr made a motion to approve the submitted operators license applications for Jimmy’s Juke Joint and Bloomer Rod & Gun Club.  David Clements seconded the motion.  The motion carried 3-0. 
Chairman’s report – Fire Dept. –no fire calls in June for the Town of Cooks Valley- Mine roads- The tentative date for paving on 60th Street is August 6, 2015.  60th Street was graded by Chippewa County Highway Dept. today. 
Dissemination of Information-Clerk’s report:  brochure on pipeline safety, manufacturing assessment figures, air monitoring report from Dr. Pierce.
Future agenda items and business:
Discussion and possible action on budget categories, Building permits, on concerns pertaining to the Plan commission,  Chairman’s report, Dissemination of information, Next regular board meeting will be August 17, 2015 at 7:30 p.m.  This represents a change from the 2nd Monday of the month to the 3rd Monday of the month.
Adjourn:  Darrel Fehr made a motion to adjourn at 9:22 pm.  David Clements seconded the motion.  The motion carried 3-0.
