Regular Town Board Meeting

July 13, 2020

 

Chairman Darrel Fehr called the meeting to order on July 13, 2020 at 7:30 pm. The supervisors present
were David Clements and Matthew Borofka. Other officers present: Vicki Freeberg-clerk and Judith Prince –treasurer.

Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the July 13, 2020 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on July 6, 2020
Public Comment: Calvin expressed concern over crops planted up to the edge of road, danger of deer coming across, Darrel will talk to land owners. Calvin requested permission to purchase a good used mower/new mower for townhall.
Mary Jo Fehr asked that the county phone number be put on the recycling schedule for 2021 for permission to burn.
Discussion and possible action on budget categories: NONE
Approval of the June 8, 2020 regular town board meeting minutes and June 26 special meeting minutes – David Clements made a motion to approve June 8th & June 26th meeting minutes.  Matt Borofka seconded the motion. The
motion carried 3-0. 
Reading by Treasurer of June financial report: Ending balance on June 30th of  $163,656.15 and total cash on hand
$334,031.08. WI Dept of Transportation aid $23,763.69 deposited on July 7           
Reading and Approval of the June bills: Darrel Fehr made a motion to approve check vouchers #5144 - 5166 for payment of the June bills.  Matt Borofka seconded the motion – The motion carried 3-0.

Building/driveway permits: Jason Kroening to build new deck, Cory Neeser to build addition to existing home, driveway permit for Darrel Fehr
Discussion and possible action relating to the plan commission: none
Discussion and possible action on Purfrac road agreement – Darrel Fehr made a motion to move the deadline meeting for Purfrac from August to the regular September meeting. David Clements seconded the motion. Motion carried 3-0.

  1. Discussion and possible action on purchase of land for new Town hallJay Zwiefelhofer will sell 5 acres to township for new town hall. Darrel Fehr made a motion to purchase the land at $5000/acre after the first of the year and go ahead and get it surveyed now, Matt Borofka seconded the motion The motion carried 3-0.
  2. Discussion and possible action on town attorney - Darrel made a motion to retain John Manydeeds who is with the same Wiley law firm. David Clements seconded the motion. The motion carried 3-0.                                                                            
  3. Discussion and possible approval of CSM for Jerry Harms – Darrel Fehr made a motion to accept 5 acre CSM surveyed off original property. Matt Borofka seconded the motion. The motion carried 3-0.

Chairman’s report: – Fire Dept./Roads –  fire in township, Darrel Fehr patched a few holes, special meeting to take bids for crack filling on July 27th, and Darrel talked to county about paving entrance to 148th Ave.
Dissemination of Information- clerk’s report: paid back the taxes to Dean Schwartz, Board decided to waive the late fee for special meeting held on June 26th to approve liquor license, Partisan election to be held on August 11, 2020
Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of July 13, 2020 regular meeting and July 27th special meeting, Treasurers financial report, July bills, building permits, concerns pertaining to the Plan Commission

The next regular town meeting is scheduled for – August 10, 2020 at 7:30 pm
Adjourn:  Darrel Fehr made a motion to adjourn at 7:55 pm.  David Clements seconded the motion. Motion carried 3-0.
