Regular Town Board Meeting

July 8, 2013

Chairman Darrel Fehr called the meeting to order on July 8, 2013 at 8:00 pm.   The supervisors present were:  David Clements and John Sykora.   Other officers present were:  Victoria Trinko-Clerk and Judith A. Prince-treasurer. See attached list for delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the July town board meeting was duly posted on July 1, and reposted on July 3, 2013 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Sheila David asked how the mine sites are holding up with all the rain this spring.  Chairman Darrel Fehr had visited the EOG mine and there were no problems.  Victoria Trinko commented in the WTA monthly magazine there was article about legislation concerning high capacity wells.  The DNR has jurisdiction over high capacity wells.  However, she felt the town board should be aware of the number of high capacity wells being erected in the Town of Cooks Valley, as Dan Stiehl is placing a high capacity well for irrigation on the Vernon Steinmetz farm.
Darrel Fehr made a motion to item 12 to item 4 on the agenda.  John Sykora seconded the motion.  The motion carried 3-0.
Discussion and possible approval of bids for road projects:  Chairman Darrel Fehr opened the bids starting with pulverizing on 50th Street.  Monarch-.64 per sq. yd. $11,520.00, Haas- .92 per sq. yd. $16,560.00, Chippewa County-7.40 per ton .42 per sq. yd. $7560.00.  Supervisor David Clements questioned, “What machine would Chippewa County use to pulverize?”  Chippewa County will use a milling machine from A-1 Excavating.  David Clements asked, “How are you going to coordinate the work with culvert work with the pulverizing?”  There can be no more that 10 days of gravel down on the road before pulverizing is done.   David Clements made a motion to accept the Chippewa County’s bid of $7560.00 for pulverizing on 50th Street.  Darrel Fehr seconded the motion.  The motion carried 3-0.   Bids on base coarse on 50th Street-Chippewa County-7.40 for 2500 tons $18500.00, David Michels-7.97 for 2500 tons $$19925.00, Haas 9.30 for 250 tons $23,250.00.  Darrel Fehr made a motion to accept the Chippewa County’s bid for $18500.00 for base coarse on 50th Street.  David Clements seconded the motion.  The motion carried 3-0.  Bids on culverts on 50th Street-36’’x40’ Chippewa County -$3700.00, Haas-$2080, Damien-2854.00,  42’’z60’-Haas- $$7440.00, Chippewa County-$10700.00 Damien $7646.00 24’’x60’- Chippewa County $4800.00, Haas-$2880.00, Damien-$2889.00, and $1762.00 for two 15’’.  Haas-$1240.00 for two 15’’.  There was the discussion of the cost of engineering for the culverts.  Darrel Fehr made a motion to postpone the acceptance of the culvert bid until the August Town Board meeting.  John Sykora seconded the motion.  The motion carried 3-0.  Bids for chip sealing-Chippewa County-$16,760.00, Fahner-$19,369.00, Scott Construction- $18,867.00.  David Clements made a motion to accept Scott Construction’s bid for chip sealing of $18867.00 due to the greater oil concentration.  John Sykora seconded the motion.  The motion carried 3-0.  Darrel Fehr made a motion to award the bid for blade patching to Scott Construction for $8680.00. John Sykora seconded the motion.  The motion carried 3-0.  Crack sealing-Darrel Fehr made a motion to accept Scott Construction bid for crack sealing not to exceed 3800 pounds at a cost of 2.15 a pound without prior approval.  David Clements seconded the motion.  The motion carried 3-0. 
Discussion and possible action on budget categories:  no action was needed on budget categories.
Approval of the June 10, 2013 regular monthly town board meeting minutes:  David Clements made a motion to approve the June 10, 2013 regular monthly town board meeting minutes.  John Sykora seconded the motion.  The motion carried 3-0.
Approval of the July financial report:  John Sykora made a motion to accept the July financial report.  David Clements seconded the motion.  The motion carried 3-0.  
Reading and approval of the June bills:  David Clements made a motion to approve the June bills.  John Sykora seconded the motion.  The motion carried 3-0. 
Building permits –Bob Stearns-reroofing, driveway permit-Cheryl Helland
Discussion of concerns pertaining to the plan commission:  There was no meeting of the plan commission this month.
Discussion on progress of mining applications: A rough draft from Glenn Stoddard after a phone conference with the lawyer from Chippewa Sands was emailed to David Clements and Victoria Trinko on Saturday July 6, 2013.  He was hoping to schedule a telephone conference in the following week. 
Discussion and possible action on ditch spraying:  David Huse will spray the ditches if the town would buy the chemicals.  Darrel Fehr made a motion to buy chemicals with Calvin Swartz and Darrel Fehr spraying the brush not to exceed $1000.00 in chemicals and labor.  David Clements seconded the motion.  The motion carried 3-0.
Possible approval of operators applications: John Sykora made a motion to approve the operators applications for Haymakers Bar & Grill and the Bloomer Rod & Gun Club. David Clements seconded the motion.  The motion carried 3-0
Chairman’s report –Fire Dept –The fire dept. was called for a grease smoke fire at Haymakers Bar & Grill. The work on the mine road route of 135th Avenue is complete with the lines painted.  The Chairman received a call from Tony Bohl regarding the usage of the Fire Dept. water truck by Steve Sarauer to wet down the sand in his shed prior to laying cement.  Steve Sarauer had to contact all council members to explain the usage of the water truck due to the phone call.  Since Steve Sarauer is a member of the volunteer fire dept., he is able to drive and use the water tanker.  All citizens can use the water tanker truck for a fee of $50.00 and the cost of a driver.  Lewis and Jane Sonnentag have chosen not to accept money for a new house but may opt for safety features.
