Regular Town Board Meeting

June 11, 2018


Chairman Darrel Fehr called the meeting to order on June 11, 2018 at 7:30 pm.  The supervisors present were
 David Clements and Matt Borofka.  Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer.   Delegation:  See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the June 11, 2018 town board meeting was duly posted on June 7, 2018 in the 3 designated places within the Town of Cooks Valley.
Public Comment:  Beth Pagel inquired about the spraying of the invasive plant Chervil in the Town of Cooks Valley.  There was a discussion of the prevalence of Chervil in the Town of Cooks Valley, its location, and how it came to be established in the Town of Cooks Valley.  Chervil is the fern-like plant with white blossoms that is in the ditches of the Town of Cooks Valley and is creeping into fields and woods..  The Town of Howard and the Town of Grant have also participated in the spraying of Chervil.  The Town of Cooks Valley received a grant of $500.00 for the spraying as more towns participated in this project.  4Control conducted the spraying and has left extra solution for spraying at Darrel Fehr’s residence.  This solution is available to residents of the Town of Cooks Valley free of charge, as long the supply lasts.  Interested residents should contact Chairman Darrel Fehr for materials for spraying Chervil at their properties.
Discussion and possible action on budget categories:  no action taken
Approval of the minutes for the May 14, 2018 regular monthly town board meeting:  David Clements made a motion to approve the minutes of the May 14, 2018 regular monthly town board meeting..   Darrel Fehr seconded the motion.  The motion carried 3-0.
Reading by Treasurer of May financial report:  The ending balance as of May 31, 2018 was $137,373.81 with the total assets-$292,532.35. 
Reading and Approval of the May bills:  David Clements made a motion to approve the check vouchers #4619-#4641 for payment of the May bills.  Matt Borofka seconded the motion.  The motion carried 3-0.
Building permits:  Harry & Judy Prince-shed, Don Naset-pole shed, Angela Clements-attached garage
Discussion and possible action pertaining to the plan commission:  no action was needed
Discussion and possible approval of beer, liquor, cigarette, and operators applications:  Darrel Fehr made a motion to approve the beer, liquor, cigarette and operators applications of The Valley Tavern, Ms. Fitz Hideout, and The Bloomer Rod & Gun Club.  Matt Borofka seconded the motion.  The motion carried 3-0.
Discussion and possible approval of landfill ordinance:  Drafts of the Chapter 27 Waste Treatment, Disposal, and Storage Ordinance were distributed to the town board and delegation.  Darrel Fehr made a motion to approve the Chapter 27 Waste Treatment, Disposal and Storage Ordinance.  Matt Borofka seconded the motion.  Roll call vote- Darrel Fehr-aye, David Clements-aye, Matt Borofka-aye.   The motion carried 3-0.
Chairman’s report: – Fire Dept.  No fire calls occurred in the Town of Cooks Valley in the month of May. Darrel Fehr attended a demonstration of the ultra high pressure pump which converts one drop of water into 64 drops of water.  This piece of equipment is being considered in lieu of a tender to the fleet of fire equipment.  Darrel Fehr felt the ultra high pressure pump seemed more efficient for small fires or a fire in the initial part of a fire, but would not perhaps replace the tanker for a larger fire.  The matter is still open for discussion by the city of Bloomer.   
Mine Roads-Darrel Fehr will sign the transfer of the Preferred Sands Non-metallic mining permit to Frontier Sands as the bonding issues have been resolved with the County regarding the reclamation plan.  The money transfer in the road agreement between the County and the Town of Cooks Valley will soon be resolved.  Pulverizing has been completed on 130th Avenue and 55th Street.   Paving of 130th Avenue and 55th Street will be done in July 2018.
Work is continuing on the road agreement between PurFrac and EOG.
Dissemination of Information –Clerk’s report: a letter was received from Quarles & Brady regarding the commencement of mining activities of the Preferred Sands mine site prior to June 13, 2018.
Future agenda items and business:
Pledge of allegiance, Discussion and possible action on budget categories, minutes of the June 11, 2018 regular meeting,Building permits, on concerns pertaining to the Plan commission.
The next meeting will be July 9, 2018 at 7:30 pm.  There will be a special meeting to execute a contract for crackfilling on June 20, 2018 at 7:00 pm.  There will be an informational meeting of the plan commission and town board with Chippewa Sands on June 20, 2018 at 7:30 pm regarding the expansion of the mine site.
Adjourn:  Darrel Fehr made a motion to adjourn at 8:11 pm.   David Clements seconded the motion.  The motion carried 3-0.
