Regular Town Board Meeting

June 14, 2010

Chairman Ron Fanetti called the meeting to order on June 14, 2010 at 8:00 pm.   The supervisors present were: David Clements andGary Yakesh.  Other officers present were:  Victoria Trinko-Clerk and Eunice Steinmetz-treasurer. See attached list for delegation present.
PUBLIC COMMENT:  The town clerk reported an email has been sent to Loran Zwiefelhofer asking him to cash the $.30 check issued February 5, 2010 for overpayment of taxes before the check would be stale dated.  In relation to Marie Anderson rejecting all registered letters in the April 12, 2010 minutes, Marie Anderson has subsequently signed for one of the registered letters sent to her by the town lawyer, Glenn Stoddard.  Ken Schmitt, county board representative for the Town of Cooks Valley, indicated to board members the town board could raise the fees for dog licenses above and beyond the county fee for dog licenses and the town would keep the amount of difference between the town fee and the county fee.  Mark Prestrud spoke to the board and delegation concerning his nomination papers for state assembly.
Gary Yakesh made a motion to approve and place on file the minutes of May 10, 2010 regular town board meeting. David Clements seconded the motion.  The motion carried 3-0. 
David Clements made a motion to approve the June financial report.  Gary Yakesh seconded the motion.  The motion carried 3-0.  Dave Michels’ bill of $1558.00 included fixing the culvert on 135th Avenue, grading 60th Street, and hauling a load of crushed blacktop on 60th Street.
Gary Yakesh made a motion to approve the May bills.  David Clements seconded the motion.  The motion carried 3-0.  
Discussion and possible action on budget categories:  Gary Yakesh made a motion to transfer $500.00 from non-allocated funds to B-073 Printing & Publication with an amount remaining in non-allocated funds of $8655.00.  David Clements seconded the motion.  The motion carried 3-0. 
Discussion and possible action on liquor, beer, operators, and picnic applications:  Gary Yakesh made a motion to approve all applications submitted which included; Class “B” Liquor and Beer License for Valley Tavern and Trout Creek Inn, “Class B” Beer License for Bloomer Rod & Gun Club,  a picnic license for St. John’s Catholic Church, a cigarette license for Valley Tavern and Trout Creek Inn, and operators licenses for Billie Jo Sarauer, Marian Pecha, Jane Rasmussen Megan Wallace, Letitia Bundrant, Shelli Prince, Jayme Earsom, Violet Jarvise, Alisa King, Jamie Davis Suzette Meyer, Ralph Roggenbuck Jr., Donald Lang, Delon Lambert , Richard Burrow, Clement Goettl Jr. , Darren Knutson, Larry Loew, Mark Tomasovich, John Ludwigson, Randall Bowe, Wayne Stolt, James Kleingarten, David Huse, Jeffrey Steinmetz, Daniel Stolt, John Sykora III, Donald Steinmetz, Michael Galetka, Robert Latour, Kaye Huse, Wesley Prince, and Randy Rihn.  David Clements seconded the motion.  The motion carried 3-0. 
Discussion and possible action on grass mowing wages:  David Clements made a motion to establish a wage of $10.00 per hour for labor and $10.00 per hour for equipment rental for mowing on the township premises.  Gary Yakesh seconded the motion.  The motion carried 3-0.
Composition of Shouldering Bids:  this item was postponed until the July regular town board meeting.
Discussion and possible action on building permit refusal-Marie Anderson:  this item was postponed pending consultation with the town lawyer.
Discussion and possible action on service contract for flex-patching various roads:  The contract price was for 70th
Street [from 150th Avenue to 160th Avenue] @ $7761.00 and 170th Avenue for 12,349.12.  Gary Yakesh stated that since flex patching extends the life of the asphalt surface a minimum of four years, possibly up to 10 years, it is money well spent; therefore, Gary Yakesh made a motion to flex patch the aforementioned roads-70th Street [from 150th Avenue to 160th Avenue] & 170th Avenue.  David Clements seconded the motion.  The motion carried 3-0. 
Discussion and possible action of Chapter 14 & 15 Dog Ordinances:  Howard Strom made a complaint to the deputy sheriff concerning Jesse Zwiefelhofer’s dogs.  The Chairman has since talked to both residents and the dogs have been quiet and at this time the situation has been resolved.
