Regular Town Board Meeting

June 19, 2017

 

Chairman Darrel Fehr called the meeting to order on June 19, 2017 at 7:30 pm.   The supervisors present were:  David Clements and Matt Borofka.  Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer.    See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the June town board meeting was duly posted on June 15, 2017 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Chairman Darrel Fehr informed the board and delegation that Glenn Stoddard, Town of Cooks Valley’s attorney, passed away on June 16, 2017 from Non-Hodgkin’s Lymphoma. 
Discussion and possible action on budget categories: Darrel Fehr made a motion to transfer $25.00 from non-allocated funds to B-074 WTA dues leaving $8904.00 in non-allocated funds.  David Clements seconded the motion.  The motion carried 3-0.
Approval of the May 8, 2017 regular monthly town board meeting:   David Clements made a motion to approve the May 8, 2017 regular monthly town board meeting.  Matt Borofka seconded the motion.  The motion carried 3-0.
Reading by Treasurer of May financial report:  The ending balance as of May 31, 2017 was $94,462.79 with the total assets-$258,148.41.  The Treasurer read a thank you card from the Eagleton ATV Club thanking the Town of Cooks Valley for letting the ATV club clean the ditches in the Town of Cooks Valley.  This is one of their substantial fundraisers for the club and they appreciate the Town of Cooks Valley for their cooperation.  The treasurer had to withdraw $45,000.00 from the money market fund and deposit in the checking account to pay for the paving projects.  This transaction will be reflected on the June financial report.
Reading and Approval of the May Bills:  Darrel Fehr made a motion to approve the check vouchers #4372-#4395 for payment of the May bills.  David Clements seconded the motion.  The motion carried 3-0.                                                                                                                                                                                                     
Building permits:  Charlie Sundberg-detached garage.
Discussion and possible action of pertaining to the plan commission:  no action was taken.
Discussion and possible action on an amendment to the EOG non-metallic mine permit:  Darrel Fehr made a motion to accept the amendment to section 2.2 of the EOG Non-Metallic mining permit continuing the annual permit review for the perpetual operation of the mine at the same annual fee of $200.00 and eliminate section 3.3.6 limiting the hours of trucking during the school bus hours with the understanding of Rands Trucking/EOG that section 3.3.6 will be reinstated by a meeting of the Town of Cooks Valley in the event of a accident.   David Clements seconded the motion.  The motion carried 3-0.  John Behling, EOG representative, will have the original signed by EOG and returned to the town clerk. 
Discussion and possible action of payment for ditch cleaning:  David Clements made a motion to pay the Eagleton ATV club the same amount as last year of $800.00 for cleaning the Town of Cooks Valley ditches.  Matt Borofka seconded the motion.  The motion carried 3-0. 
Discussion and possible approval of CSM-David Kelm Jr.:  Darrel Fehr made a motion to approve the CSM-David Kelm Jr.  Matt Borofka seconded the motion.  The motion carried 3-0.
Discussion and possible approval of liquor, beer, cigarette, operators licenses:  Darrel Fehr made a motion to approve the liquor, beer, cigarette, operators licenses applications.  Matt Borofka seconded the motion.  The motion carried 3-0.
Discussion and possible action on ditch mowing on town roads:  David Clements made a motion to approve contracting Dave Huse for ditch mowing on Town of Cooks Valley roads for the same fee as last year.  Matt Borofka seconded the motion.  The motion carried 3-0. 
Discussion and possible action on culvert replacement on 55th Street:  Rod Thorson presented his summary of his research of the 55th Street culvert regarding existing condition, design, plans & reviews, estimate and schedule.  Darrel Fehr made a motion to have the Chippewa County Highway Dept. replace the culvert on 55th Street.  Matt Borofka seconded the motion.  The motion carried 3-0.  Rod Thorson will evaluate the culverts on 130th Avenue.
Chairman’s report: – Fire Dept.  There were no fire calls in the Town of Cooks Valley in the month of May.  Wood cutting will be done on Dean Swartz’s property according to the MFL.  The Attorney General is conducting a meeting on law enforcement at the Chippewa Falls Fire Dept.  Mine Roads- There has been no further information from PurFrac.  Chairman Darrel Fehr has been conversing with PurFrac on the wording on the non-metallic mining permit.  There was discussion on chip sealing with the spray patch process.

Pledge of allegiance, Discussion and possible action on budget categories, Building permits, on concerns pertaining to the Plan commission, minutes of the June 19, 2017 meeting, spray patching on 70th Street and 160th Avenue.
The next meeting will be July 10, 2017 at 7:30 pm.
