Regular Town Board Meeting

June 8, 2015

Chairman Darrel Fehr called the meeting to order on June 8, 2015 at 7:30 pm.   The supervisor present was Matt Borofka.   Other officers present were:  Victoria Trinko-clerk and Judith A. Prince-treasurer.  See attached attendance sheet.
Certification of proper posting for the scheduled town board meeting: The notice for the June town board meeting was duly posted on May 28, 2015 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Chairman Darrel Fehr commented about the drone situation concerning some phone calls he had received, the Town of Cooks Valley was not involved, and this was a private matter.
Discussion and possible action on budget categories:  no action was needed.
Approval of the May 11, 2015 regular monthly town board meeting minutes:  Darrel Fehr made a motion to approve and place on file the May 11, 2015 regular monthly town board meeting minutes.  Matt Borofka seconded the motion.  The motion carried 2-0. 
Reading by the Treasurer of the May financial report:  The ending check book balance was $175,636.11 as of May 31, 2015.  The total cash assets for the Town of Cooks Valley were $338,536.57.  A check of $23,657.16 from the Chippewa County Highway Dept. from the prepayment of snowplowing and EOG checks for $8000.00 for non-metallic mining application were given to the treasurer for deposit.
Reading and approval of the May bills:  Darrel Fehr made a motion to approve payment of the May bills.  Matt Borofka seconded the motion.  The motion carried 2-0.  
Building permits:  Richard Koehler-granary, David LaGesse-replace shed, barn roof, Robby Turner-driveway permit, Pete Sarauer-driveway permit
Discussion and possible action of concerns pertaining to the plan commission:  no action was taken. 
Discussion and possible action on Citation ordinance:  Darrel Fehr made a motion to adopt Chapter 25 Citation Ordinance into the Town of Cooks Valley Code of Ordinances.  Matt Borofka seconded the motion.  Roll call vote:  Darrel Fehr- yes, Matt Borofka-yes.
Discussion and possible approval of liquor, beer, cigarette, operators license applications:  Darrel Fehr made a motion to approve the submitted liquor, beer, cigarette, operators, and picnic license applications.  Matt Borofka seconded the motion.  The motion carried 2-0. 
Discussion and possible action on purchase of road patching material:  Two entities submitted estimates Senn- $59.60 per ton and Chippewa County -$60.00 per ton.  Darrel Fehr made a motion to purchase six tons of road patching material from Senn.  Matt Borofka seconded the motion.  The motion carried 2-0.
Discussion and possible action on placement of caution/children crossing sign on 40th Street:  Carol [Toots] Clements requested a children crossing/caution sign placed on 40th Street.  Possible purchase of the sign could be from Jan Rufledt or Chippewa County Highway Dept.  Darrel Fehr made a motion to purchase two children /caution signs for 40th Street.  Matt Borofka seconded the motion.  The motion carried 2-0.   
Chairman’s report – Fire Dept. –no fire calls- Mine roads- Chippewa County Highway Dept.  announced they will cease to snowplow private driveways in the Town of Cooks Valley.  186th Avenue project is still in progress Antczak has done some patching and is closing out their contract.  Paving and shouldering of the 186th Avenue remains to be completed.  Chippewa County Highway Dept. may complete the project.  Grading has been done on 60th Street.  There will be an informational meeting on the PurFrac mine on Wednesday June 17th at 8:00 pm. 
Dissemination of Information-Clerk’s report:  no information disseminated.
Future agenda items and business:
Discussion and possible action on budget categories, Building permits, on concerns pertaining to the Plan commission, possible opening of bids for crack sealing/flex patching, Chairman’s report, Dissemination of information, Next regular board meeting will be July 13, 2015 at 7:30 p.m. 
Adjourn:  Darrel Fehr made a motion to adjourn at 7:57 pm.  Matt Borofka seconded the motion.  The motion carried 2-0.
