Regular Town Board Meeting

June 9, 2014

 

Chairman Darrel Fehr called the meeting to order on June 9, 2014 at 8:00 pm.   The supervisor present was David Clements.   Other officers present were:  Victoria Trinko-Clerk and Judith A. Prince-treasurer.  See the attached list for delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the June town board meeting was duly posted on June 1, 2014 and reposted June 6, 2014 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  There was no public comment.
Recommendation for Chippewa County to execute bid for 186th Avenue Preferred Sands mine haul route:  Dan Fedderly reported the 186th road reconstruction will be a seasonal road that would need to be posted in the spring.  The low bid was Antczak Construction with $935,807.00.  The Town of Cooks Valley will not have any liability for quality control or cost increases but will have joint approval of any actions on the road construction as Chippewa County will hold the contract.  An independent assessment can be made on the quality of materials.  Darrel Fehr made a motion to recommend Antczak with the amount of $935,807.00 for the 186th Avenue road construction.  David Clements seconded the motion.  The motion carried 2-0.

Discussion of EOG air monitoring report:  EOG representatives and presenters-Thomas Maul, Gordon Goodman, Susan Courter, Bob Glenn, and Dr. John Richards.  A power point presentation was given.  An 18 month sampling was taken and analyzed of PM 4. ambient crystalline silica particles.  The sampling also had particles of 2.5 within the sampling.  Reports indicated the silica sand amounts were consistently low and below California standards.  PM 2.5  is the smallest and 10.0 is the largest, but 4.0 is respirable therefore, that is why they studied this size for testing, gathering, and analysis. 
Discussion and possible action on budget categories:  No action was needed for this item
Approval of the May 12, 2014 regular monthly town board meeting minutes and June 6, 2014 special meeting minutes:  David Clements made a motion to approve and place on file the May 12, 2014 regular monthly town board meeting minutes and the June 6, 2014 special meeting minutes.  Darrel Fehr seconded the motion.  The motion carried 2-0. 
Reading by the Treasurer of the May financial report:  The ending check book balance was $134,987.35 as of May 31, 2014.  The total cash assets for the Town of Cooks Valley were $350,802.10.   There were no outstanding checks.  CD #33921 will mature in June for an amount of $43,584.95 which will be placed in the checking account and designated to pay for the 50th Street paving project.
Reading and approval of the May bills:  Darrel Fehr made a motion to approve the May bills.  David Clements seconded the motion.  The motion carried 2-0.   
Building permits:  William Swartz-demolition of a shed, Mary Barlow Weber-new roof on house, partial barn roof replacement, Wendy Meinen-greenhouse
Discussion and possible action on mowing ditches in the Town of Cooks Valley:  Darrel Fehr made a motion to contract with David Huse for the mowing of the town ditches.  David Clements seconded the motion.  The motion carried 2-0.
Discussion of concerns pertaining to the plan commission: No action was taken. There will be a plan commission meeting July 9, 2014 at 8:00 pm.
Discussion and possible action on additional signage for ATV route:  Darrel Fehr made a  motion to add the roads 170th Avenue, 130th Avenue from Joe Satter’s place to State Highway 40, 1010 Street in the Town of Grant, 10th Street in the Town of Cooks Valley, 150th Avenue from 40th Street to County Highway DD to the ATV route.  David Clements seconded the motion.  The motion carried 2-0.
Signing of Dr. Pierce air monitoring contract:  Darrel Fehr signed Dr. Pierce’s air monitoring contract.  The contract plus ½ of the payment will be mailed to Dr. Pierce. 
Discussion and possible action on liquor, beer, cigarette and operators license applications:  David Clements made a motion to approve the liquor, beer, cigarette and operators license applications.  Darrel Fehr seconded the motion.  The motion carried 2-0. 
 Chairman’s report –Fire Dept-check from accident on State Highway 40 and Beverly Rihn.  Mine Road.  The board made a recommendation to the county to accept Antczak’s bid for the186th Avenue project.  The county will be raising the rate for bridge inspections.
