Regular Town Board Meeting

March 14, 2011

Chairman David Clements called the meeting to order on March 14, 2011 at 7:30 pm.   The supervisors present:  Gary Yakesh and John Sykora.   Other officers present were:  Victoria Trinko-Clerk and Eunice Steinmetz-treasurer. See attached list for delegation present.
PUBLIC COMMENT:  Vernon Steinmetz reported the sheriff’s dept. called him about a tree leaning on 186th Avenue.  Vernon Steinmetz cut and removed the tree.
Gary Yakesh made a motion to approve and place on file the minutes of February 21, 2011 regular town board meeting.  John Sykora seconded the motion.  The motion carried 3-0. 
Approval of the March Financial Report:     John Sykora made a motion to approve the March financial report.  Gary Yakesh seconded the motion.  The motion carried 3-0.  The town clerk reported that all the people who were overpaid for mileage in 2010 have submitted their repayment to the Town of Cooks Valley.  The checks were filed with the town treasurer.  The social security amounts have been reimbursed to the employees with the exception of the plan commission.  The correct amount will be added to the issuance of their next paycheck.  Checks were received from Ruder Ware and a patronage check from Bloomer Farmers Union.
Reading and Approval of the February Bills:  Gary Yakesh made a motion to approve the February bills.  John Sykora seconded the motion.  The motion carried 3-0.    There is $6446.88 left in the prepay account for snowplowing at the Chippewa County Highway Dept.
Discussion and possible action on budget categories:  No action was required on this agenda item.
Building Permits:  No building permits were issued.
Appointment of member to the plan commission:  no action was taken
Discussion on the testing of wells:  The chairman recommended if a resident lives close to a mining area to have their  water tested for a base results report, have the test results recorded with the Town of Cooks Valley, and keep a copy for their records.  When getting the test materials, ask the people at the office what chemicals to test for:  ie. bromides or flocculants.
Discussion and possible action on photo grading of town roads:  We are hiring a firm n conjunction with Chippewa County Highway Dept. to do photo grading on 186th Avenue, 20th Street, and 135th Avenue to determine the condition of the roads.  The Town of Howard and the Town of Auburn are considering doing this procedure with the County also.  Darrel Fehr has been attending the county meetings with the Chairman.  The cost of the project is $1300.00 /per mile, according to Bruce Seltzer.  The County had to retain a company outside of this area as all the civil engineers in this area have been retained by the sand companies and there would have been a conflict of interest. 
Discussion and possible action on road weight limits:  The road weight limits will be enforced on March 15, 2011.  The signs have been erected and the notice posted and published.  A dynamite company contacted the chairman and requested to haul in 5,000 pounds of explosives on Tuesday March 15, 2011 to the Sam LaGesse mining site.  The chairman informed them they had to have it hauled before 7:30 am.  They would be leaving the trailer and driving pickups on the return trip.
