Regular Town Board Meeting

March 14, 2022

 

Chairman Darrel Fehr called the meeting to order on March 14, 2022 at 7:00 pm. The supervisors present 

were David Clements and Matt Borofka. Other officers present: Vicki Freeberg-clerk and Jan Thorson –treasurer.

Recitation of Pledge of Allegiance by delegation present.

Certification of proper posting for the scheduled town board meeting: The notice for the March 14, 2022 board meeting was duly posted in the 3 designated places within the Town of Cooks Valley on March 9, 2022.

Public Comment: None

 

Mine reviews with Chippewa county Land Conservation – 3 active mines – McCourt (Buchner mine) possibly some reclamation and did not do water testing in 2021- taking steps to get in Compliance. Preferred started reclamation late 2020 and left a 3 to 1 slope and 2 ponds, monitoring ground water, wash plant is for sale. DS Mine moving earth, will spread topsoil in 2022 slope and seed to grassland prairie, wells being monitored, 2 ponds will be left in tact. Purfrac has permit but has not opened. All mines will continue to monitor and test wells. 

 

Discussion and possible action on budget categories: P-144 Animal Control budget $300 ($966.00). Darrel Fehr made a motion to move $1000 from Non allocated funds to P-144. Matt Borofka seconded the motion. Motion carried 3-0

Approval of the February 14, 2022 regular town board meeting minutes –  Matthew Borofka made a motion to approve February 14 Town Board meeting minutes.  David Clements seconded the motion. The motion carried 3-0. 

Reading by Treasurer of February financial report: Ending balance on February 28, 2022 of  $187,760.01 and total                     cash on hand $$424,382.78.

                                                   

Reading and Approval of the February bills: Darrel Fehr made a motion to approve check vouchers  #5549 - 5565 for payment of the February bills. Matt Borofka seconded the motion. The motion carried 3-0.

 

Building/driveway permits: Mark Clements Jr to build addition on existing home

Discussion and possible action relating to the plan commission: Did not meet                                                     

Discussion and possible action on participation in Chippewa county ditch clean up project – Darrel Fehr talked to Damian Prince and ATV club will complete project for 2022.  Darrel Fehr made a motion to participate in 2022 Ditch clean up. Matt Borofka seconded the motion. Motion carried 3-0.

 

Discussion and update on plans for new Town Hall – Joe Yakesh still working on approximate cost, Rod Thorson worked on drawings of proposed town hall and presented to Board. Will be on display April 5, 2022 during the election for residents.

 

Chairman’s report: – Fire Dept./Roads –  shed fire at Paul Freeberg’s, road bans go on Wednesday March 16, Board will attend meeting at Bloomer Fire Dept on March 16 at 6:00pm

 

Dissemination of Information-  Spring Election upcoming on April 5, 2022, training to be conducted at Town hall on March 19 at 1:00 pm for election workers. Darrel Fehr, Matt Borofka and Vicki Freeberg attended WTA meeting in  Eau Claire and received BOR training on March 5. Resident of Cooks Valley is installing a ground mount solar system this spring.                                                                                                                       

Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of March 14, 2022 regular meeting & Mine review approved, Treasurers financial report, March bills, building permits, concerns pertaining to the Plan Commission

                       

The next regular town meeting is scheduled for – April 11, 2022 at 7:00 pm

 

Adjourn:  Darrel Fehr made a motion to adjourn at 7:35 pm. David Clements seconded the motion. Motion carried 3-0.
