Chairman Darrel Fehr called the meeting to order on March 19, 2014 at 8:00 pm. The supervisors present were
John Sykora and David Clements. Other officers present were: Victoria Trinko-Clerk and Judith A. Prince-treasurer. See the attached list for delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the March town board meeting was duly posted on March 15, 2014 in the 3 designated places within the Town of Cooks Valley.
Public Comment: Beth Pagel inquired about the status of SB 632. The Town of Cooks Valley board felt this bill would not come up for a vote in this legislative session, but continued vigilance is needed as this bill or semblance of this bill may resurface in the legislature.
Discussion and possible action on budget categories: no action was taken.
Approval of the February 17, 2014 regular monthly town board meeting minutes and the March 4, 2014 special meeting minutes: David Clements made a motion to approve and place on file the February 17, 2014 town board minutes and the March 4, 2014 special meeting minutes. John Sykora seconded the motion. The motion carried 3-0.
Reading by the Treasurer of the February financial report: The ending check book balance was $137,726.13 as of February 28, 2014. The total cash assets for the Town of Cooks Valley were $353,250.60. There was discussion concerning two CD’s coming due March 19, 2014. The board agreed to allow the CD’s to rollover.
Reading and approval of the February bills: John Sykora made a motion to approve the February bills. David Clements seconded the motion. The motion carried 3-0.
Building permits: Scott Zwiefelhofer-remodeling kitchen, Ken Bjork-shop
Discussion of concerns pertaining to the plan commission: No action was taken.
Discussion and possible approval of appointments to plan commission: Chairman Darrel Fehr made a motion to appoint Douglas Zwiefelhofer and Thomas Short to the plan commission for three year terms. John Sykora seconded the motion. The motion carried 3-0.
Discussion on progress of mining permits. The EOG annual permit review will be March 31, 2014. EOG has submitted the results of their air monitoring for analysis and will attend a town meeting to report on the results after the March 31, 2014 meeting. All mining permits are current.
Discussion and possible action on letter to County Administrator Bill 349: The board reviewed the letter concerning bill 349/632. David Clements made a motion to send a letter to the County Administrator with copies to the County clerk and Land Conservation office concerning bill 349/632. Darrel Fehr seconded the motion. The motion carried 3-0.
Discussion and possible action on 50th Street and 186th Avenue: Due to the vagueness of this item no action was taken. Brushing will be added to this item and placed on the next monthly town board meeting agenda.
Discussion and possible action on bids for paving over newly installed culverts on 40th Street and 135th Avenue. A bid will be composed after measuring the amount of feet needed for paving. Darrel Fehr made a motion to place a bid for paving over newly instead culverts on 40th Street and 135th Avenue. David Clements seconded the motion. The motion carried 3-0.
Chairman’s report –Fire Dept- ambulance assistance on County Highway A, Mine Road: The road project bid for 186th Avenue will be out shortly. Staking the road and readjusting the costs are in progress.
