Regular Town Board Meeting

March 9, 2015

 

Chairman Darrel Fehr called the meeting to order on March 9, 2015 at 8:00 pm.   The supervisor present was David Clements.   Other officers present were:  Victoria Trinko-Clerk and Judith A. Prince-treasurer.  See attached attendance sheet.
Certification of proper posting for the scheduled town board meeting: The notice for the March town board meeting was duly posted on March 5, 2015 in the 3 designated places within the Town of Cooks Valley.  
Public Comment:  Mark Berge related he had heard about the sand mine application in the Town of Cooks Valley [Loran Zwiefelhofer] and read from Section 7.2 and 7.3 of the Land comprehensive plan.  The survey conducted indicated people favored the woodlands and open areas, were cognizant of surface and ground water, natural beauty, and were concerned about development.   He was concerned about more dirty running water flowing into Running Valley Creek and 18 Mile Creek.  The Chairman related at a meeting with the County the plan calls for only 15 acres open and 15 acres being cleared.  Mark Berge feels the County does not have a clue about what is going to happen.  They did not know how to deal with the clay on the Schindler mine and won’t know how to deal with this mine.  The county is treating sand mines like gravel mines and they are not the same.  A majority of the people do not want more sand mines and he would like the board to tell the future prospective mine operators-no more sand mines. 
Discussion and possible action on budget categories:  David Clements made a motion to move $50.00 from non-allocated funds to U-131 Gas leaving a balance of $8750.00 in non-allocated funds.  Darrel Fehr seconded the motion.  The motion carried 2-0.
Approval of the February 9, 2015 regular monthly town board meeting minutes:  David Clements made a motion to approve and place on file the February 9, 2015 regular monthly town board meeting minutes.  Darrel Fehr seconded the motion.  The motion carried 2-0. 
Reading by the Treasurer of the February financial report:  The ending check book balance was $158,335.76 as of February 28, 2015.  The total cash assets for the Town of Cooks Valley were $340,800.96.   Due to the insurance audit, the Town of Cooks Valley received a check of $205.00.  A fire suppression check was received from Darren Swartz.
Reading and approval of the February bills:  David Clements made a motion to approve payment of the February bills.  Darrel Fehr seconded the motion.  The motion carried 2-0.  
Building permits:  There were no building permits but one application for a driveway permit--  Angie Harmon. 
Discussion and possible action of concerns pertaining to the plan commission:  no action was needed.  Materials have been ordered for training of local planning of a land comprehensive plan.
Discussion and possible action on ditch mowing/brushing:  Chairman Darrel Fehr contacted David Huse.  .  David Huse agreed he would be willing to do the mowing for the same fees as last year.  David Clements made a motion to accept David Huse’s ditch mowing/ brushing services for the Town of Cooks Valley for the same fees as last year.   Darrel Fehr seconded the motion.  The motion carried 2-0. 
Discussion and possible action on bids for 60th Street:  Darrel Fehr made a motion to place a bid for the 60th Street road project with 2 ½ inches of asphalt compacted, 2 kinds of oil, 3 inches of compacted 1 ¼ inch base coarse, with 2 ft. gravel shoulders.  David Clements seconded the motion.  The motion carried 2-0. 
Discussion and possible approval of operator’s application:  David Clements made a motion to approve the operator’s application of Tamara Langreck- Jimmy’s Juke Joint.  Darrel Fehr seconded the motion.  The motion carried 2-0.
Chairman’s report – Fire Dept. –Darren Swartz home fire- Mine roads- Dr. Crispin Pierce submitted an air monitoring report.  186th Avenue appears to be holding up under the truck traffic.  Road bans may be placed on the town roads next week.  Darrel Fehr will contact Dave McCabe and Dan Fedderly about bans for 186th Avenue.  The Loran Zwiefelhofer mine is going forward.  The plan calls for 15 acres open and strip the next 15 acres with no water escaping from the mine.  The town will order WTA Training videos for board members and clerk/treasures.

Adjourn:  Darrel Fehr made a motion to adjourn at 8:52 pm.  David Clements seconded the motion.  The motion carried 2-0.
