Regular Town Board Meeting

May 10, 2010

Chairman Ron Fanetti called the meeting to order on May 10, 2010 at 8:00 pm.   The supervisors present were: Gary Yakesh and David Clements. Other officers present were:  Victoria Trinko-Clerk and Eunice Steinmetz-treasurer. See attached list for delegation present.
PUBLIC COMMENT:  Ken Schmitt newly elected county board member for District #6 attended the meeting and asked if anyone has concerns they can contact him at 568-5508.  Harry Prince would like the board to consider increasing his wages for mowing the cemetery.  This item will be placed on the annual cemetery meeting agenda in June 2010.  There was discussion of wages, mowing grass and property lines of the cemetery and Harry Prince’s property.
Gary Yakesh made a motion to approve and place on file the minutes of April 12, 2010 regular town board meeting and the April 19 & 26, 2010 special board meetings. David Clements seconded the motion.  The motion carried 3-0. 
David Clements made a motion to approve the May financial report.  Gary Yakesh seconded the motion.  The motion carried 3-0. 
Gary Yakesh made a motion to approve the April bills.  David Clements seconded the motion.  The motion carried 3-0.  
Discussion and possible action on budget categories:  Gary Yakesh made a motion to transfer $100.00 from GAB to U-138 AND $100.00 from non-allocated funds to U-138 and $145.00 from non-allocated funds and transfer to GAB.  David Clements seconded the motion.  The motion carried 3-0.  The amount remaining in non-allocated funds is $9155.00
Discussion and possible action on recycling contract:  RightAway and Waste Management submitted sealed bids.  David Clements made a motion to accept the bid from Waste Management.  Gary Yakesh seconded the motion.  The motion carried 3-0.  This decision was based on the factors that Waste Management was less expensive in their bid with no separation of plastic, glass and cardboard and the Town of Howard had accepted Waste Management’s bid.  Therefore, if the Town of Cooks Valley did not accept Waste Management’s bid the township would lose their recycling grant due to not being involved in a cooperative action with another governmental entity. 
Discussion and possible action on mowing bid:  David Clements made a motion to accept the bid of $3200.00 from DK Huse Trucking.  Gary Yakesh seconded the motion.  The motion carried 3-0.

FUTURE AGENDA ITEMS AND BUSINESS
There was a discussion of dog licenses, fines, and county involvement in dog fees and reimbursements.  Eunice Steinmetz, treasurer, called the County Clerk to if there was method to coerce people who have not paid their dog licenses to pay them.  Eunice Steinmetz was told there was nothing that could be done at the County level.

ADJOURN:  Gary Yakesh made a motion to adjourn the meeting at 8:58 pm.  David Clements seconded the motion.  The motion carried 3-0.
