Regular Town Board Meeting

May 14, 2013

Chairman Darrel Fehr called the meeting to order on May 14, 2013 at 8:00 pm.   The supervisor present was:  David Clements.   Other officers present were:  Victoria Trinko-Clerk and Judith A. Prince-treasurer. See attached list for delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the May town board meeting was duly posted on May 7, 2013 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Sheila David questioned “Was the road evaluation completed?” The road evaluation was postponed due to inclement weather.
Discussion and possible action on budget categories:  no action was needed on budget categories.
Approval of the April 8, 2013 regular monthly town board meeting minutes and the minutes of the April 22, 2013 and April 29, 2013 special town board meetings.  David Clements made a motion to approve the April 8, 2013 regular monthly town board meeting minutes and the minutes of the April 22, 2013 and April 29, 2013 special town board meetings.  Darrel Fehr seconded the motion.  The motion carried 2-0.
Approval of the May financial report: David Clements made a motion to accept the May financial report.  Darrel Fehr seconded the motion.  The motion carried 2-0.  
Reading and approval of the April bills:  David Clements made a motion to approve the April bills.  Darrel Fehr seconded the motion.  The motion carried 2-0.  Victoria Trinko, town clerk, explained the video on-line was not ordered from WTA.  If a board member would like this ordered, it can be done during the year.
Building permits –Victoria Trinko-pavilion, Robert Tweed-pole shed.  Driveway permits-Mark Clements, Rodney Zwiefelhofer.
Discussion of concerns pertaining to the plan commission:  Robert Sarauer withdrew his request; therefore, no action was needed by the plan commission on a land division.
Discussion on progress of mining applications The EOG application and permit was approved.  There was a miscommunication about the term ‘subdivision’ between EOG and the board.  This was worked out to everyone’s satisfaction.   Darrel Fehr read a letter from Attorney Glenn Stoddard regarding the sale of properties of the Schindler, Johnson, and Freiberg property and escrow money for the Sonntag’s house.  Preferred Sands is working with the Arendt’s about planting trees.  There has been no further word on the Swinney mine.
Possible approval of operators application:  David Clements made a motion to approve the application for an operators license from the Haymakers Bar & Grill for Marina Seehaver and from Chippewa County Rural Heritage for Rosalie Sundstrom.  Darrel Fehr seconded the motion.  The motion carried 2-0.
Possible approval of a picnic license-CCRH:  David Clements made a motion to approve the application for a picnic license for Chippewa County Rural Heritage.  Darrel Fehr seconded the motion.  The motion carried 2-0.
Chairman’s report –Fire Dept –The fire dept. was called to the residence of Scott and Dawn Zwiefelhofer [smoke in the bathroom].  Road work is being done on 135th Avenue and 40th Street by EOG and should be completed soon.  Preferred Sands has not decided on the type of road needed for 186th Avenue.  Superior Sands will repair the road breakup due to sand trucking on 186th Avenue.   Damian Prince reported to the Chairman the ATV club raising money for the signs for the ATV route.
