Chairman Darrel Fehr called the meeting to order on May 14, 2018 at 7:30 pm. The supervisors present were
David Clements and Matt Borofka. Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer. Delegation: See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the May 14, 2018 town board meeting was duly posted on May 10, 2018 in the 3 designated places within the Town of Cooks Valley.
Public Comment: There was no public comment.
Discussion and possible action on budget categories: Darrel Fehr made a motion to transfer $5000.00 fro m non-allocated funds to W-047 Snowplowing-Roads leaving a balance of $2980.00 in non-allocated funds. Matt Borofka seconded the motion. The motion carried 3-0.
Approval of the minutes for the April 20, 2018 regular monthly town board meeting and the May 9, 2018 special meeting:: Matt Borofka made a motion to approve the minutes of the April 20, 2018 regular monthly town board meeting and the May 9, 2018 special meeting minutes. David Clements seconded the motion. The motion carried 3-0.
Reading by Treasurer of April financial report: The ending balance as of April 30, 2018 was $144,388.22 with the total assets-$299,376.67. Check #4599 will be voided as there was not outstanding balance for Attorney Ben Lane. A check for $41.00-refund insurance audit and a check #10143 of $300.00 for a driveway permit on the Borofka farm were given to the Treasurer to deposit in the Town of Cooks Valley checking account.
Reading and Approval of the April bills: Darrel Fehr made a motion to approve the check vouchers #4604- 4618 for payment of the April bills. David Clements seconded the motion. The motion carried 3-0.
Building permits: Rusty and Cindy Beal-addition to house; Kale Clements-shed; David Kelm Jr.-24x24 cement slab; driveway permit-Kale Clements
Discussion and possible action pertaining to the plan commission: no action was needed
Possible approval of CSM-Victoria Trinko: Darrel Fehr made a motion to approve CSM #3461 of 5 acres for Victoria Trinko. David Clements seconded the motion. The motion carried 3-0.
Chairman’s report: – Fire Dept. No fire calls occurred in the Town of Cooks Valley in the month of April.
Mine Roads-David Rosenbrook, PurFrac, said they are working on the road agreement with EOG. A recycling report was given to the Clerk for filing. Frontier Sands said they will be mining by June 1, 2018. Frontier Sands may run under the Preferred Sands permit to avoid the three year inactivity clause in the Non-metallic mining permit.
Dissemination of Information –Clerk’s report: Dale Siverling evaluated and serviced the town fire extinguishers. He recommended placing a fire extinguisher next to the outside door. Also fire extinguishers with a metal handle and seal retain the gas inside the extinguisher longer and the extinguisher should have ABC coded for type of fires it will extinguish. The Clerk attended a voting machine demonstration at the Chippewa County Courthouse. New machines may be purchased by the County in year and a half. The machines have many user friendly features plus digital picture backup for public transparency and aid in recounts. The Clerk distributed cards from the WTA to board members. Copies of the certified letter to Preferred Sand/Frontier Sands regarding the three year inactivity section of the Non-metallic mining permit and a letter from the Dept. of Revenue stating they will no longer assess the personal property of Preferred Sands as they are no longer in business were shared with the board. Attorney Brian Nodolf sent a letter informing towns and Chippewa County that the Town of Cleveland issued a request to impose a moratorium on creation and expansion of large-scale livestock facilities pending study.

The next meeting will be June 11, 2018 at 7:30 pm. The annual cemetery meeting will follow the regular June board meeting.
