Regular Town Board Meeting

November 11, 2014

 

Chairman Darrel Fehr called the meeting to order on November 11, 2014 at 7:52 pm.   The supervisors present were David Clements and John Sykora.   Other officers present were:  Victoria Trinko-Clerk and Judith A. Prince-treasurer.  Delegation present was Jim Lueck, Judy Lueck, and Harry Prince.
Certification of proper posting for the scheduled town board meeting: The notice for the November town board meeting was duly posted on November 10, 2014 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Harry and Judy Prince reported the Chippewa County Highway Dept. plowman sheared off their new mailbox and post at ground level during the first snowstorm of the winter.  Their son’s mailbox and 2 other boxes were sheared off or leaning.  The driver said he had to keep on schedule.  Victoria Trinko reported calling Steve Schimmel on October 25, 2014 about the dust blowing off all the piles of sand at the Chippewa Sand mine.  Steve Schimmel replied he was on his way to the mine site and would order watering done on the piles of sand.  The dust blowing lessened in an hour.
Discussion and possible action on budget categories:  Darrel Fehr made a motion to move a total of $820.00 from non-allocated funds with amounts of $70.00 to E-113 Election wages, $550.00 to E-117 Voting Machine-Maintenance, $200.00 to T-023 treasurer-mileage leaving a total of $6180.00 in non-allocated funds, and also move $10,000.00 from P-142 Fire Protections to P-145 Air Monitoring.   David Clements seconded the motion.  The motion carried 3-0.
Approval of the October 20, 2014 regular monthly town board meeting minutes and special board meeting minutes of November 4, 2014:  John Sykora made a motion to approve and place on file the October 20, 2014 regular monthly town board meeting minutes and special board meeting minutes of November 4, 2014.  Darrel Fehr seconded the motion.  The motion carried 3-0. 
Reading by the Treasurer of the October financial report:  The ending check book balance was $113,657.81 as of October 31, 2014.  The total cash assets for the Town of Cooks Valley were $286,083.30.       
Reading and approval of the October bills:  David Clements made a motion to approve payment of the October bills.  John Sykora seconded the motion.  The motion carried 3-0.  
Building permits:  no building permits
Discussion and possible action of concerns pertaining to the plan commission:  no action was needed.
Discussion and possible approval of the cigarette license application:  Darrel Fehr made a motion to approve the cigarette license application of Jimmy’s Juke Joint.  David Clements seconded the motion.   The motion carried 3-0.
Discussion and possible action on Mining Bore Hole Ordinance:  Chairman Darrel Fehr reported the Town of Howard has enacted an ordinance pertaining to bore holes as mining companies have bored mining holes and have not filled in some of the holes.  There is boring being done in the Town of Cooks Valley.  Darrel Fehr would like to determine what process the town board should take to adopt the ordinance.  Darrel Fehr made a motion to have the plan commission look into adopting a Non-Metallic Mine Exploration License as adopted by the Town of Howard and a schedule of fees and forfeitures for the Town of Cooks Valley.  David Clements seconded the motion.  The motion carried 3-0.
Chairman’s report – Fire Dept.-only one fire call for the Fire Dept in the month of October- oil spill of combine owned by Dan Stiehl.  Mine Road-the 186th Avenue road project with the first three inches [binder]   having been paved.  Trucks will not be traveling on  186th  Avenue for this week.  Grading on 60th Street will continue if weather permits until after the trucks are finished hauling.  The Niesen house sold at the valued price of $153,000.00.  They will receive an additional check of $8488.20 from Preferred Sands as per the permit property value guarantee which was the property value of 2011 valuation plus 10%.  
Dissemination of Information- clerk’s report –The town clerk commended the election workers for their efficiency and courteousness in the conduction of the Nov. 4, 2014 General Election.  There were 278 voters out of 462 registered voters for a percentage of 60% of the voters.  The election workers submitted suggestions to improve the town hall and elections.
After participating in a compensation survey conducted by Bowmar Appraisal, Inc. on behalf of the Town of Dover, the results indicated The Town of Cooks Valley ranked 23rd out of 54 for Chairman compensation, 39th out of 54 for Supervisor compensation, and 41st out of 54 for clerk and treasurer compensation.  A proposal was sent by Continental Computer Recycling for 2015-2016 for the recycling of small appliances “Anything with a cord we recycle”.
