Regular Town Board Meeting

      November 11, 2019

Chairman Darrel Fehr called the meeting to order on November 11, 2019 at 7:30 pm. The supervisors present were
David Clements.  Other officers present were: Vicki Freeberg--clerk and Judith Prince –treasurer. See attached
list for delegation present.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the November 11, 2019 board meeting was duly posted on November 4, 2019 in the 3 designated places within the Town of Cooks Valley.
Public Comment:  Some discussion on raising the limit on dollar amount before a building permit needs to be issued. Darrel suggested that it be brought up at the Annual meeting.

Discussion and possible action on budget categories: Board informed of Recycling almost exceeding the budget.

Approval of the October 4, 2019 regular town board & October 29, 2019 budget meeting minutes: David Clements made a motion to approve both the Oct 4th and Oct 29th meeting minutes.  Darrel Fehr seconded the motion – The motion carried 2-0.
 
Reading by Treasurer of October financial report: Ending balance on October 31st - $119,440.46  and total cash
on hand $288,937.40    
Reading and Approval of the October bills: Darrel Fehr made a motion to approve check vouchers #4977 - 4994 for payment of the October bills.  David Clements seconded the motion – The motion carried 2-0.

Building/driveway permits: Refund on driveway permit for Scott Culver, building permit for Brad Hable to build a shed, building permit for Culver to expand milking parlor, and building permit for Nate Prince for a horse shed
Discussion and possible action relating to the plan commission: none
Discussion and possible action on Purfrac road agreement – none

Chairman’s report: – Fire Dept. – nothing for fires in Cooks Valley for September & October. Darrel needs to  meet with other Board members to decide how to submit the grant for road construction on 150th Street in 2020. Will contact Matt Borofka and post the meeting when a date is decided upon.
Discussion and possible certification of Tony Pecha Certified Survey Map – Discussion on Survey map and all measurements are correct. Darrel will send copy to the County. Darrel Fehr made a motion to accept the CSM submitted by Tony Pecha.  David Clements seconded the motion. Motion carried 2-0.
Discussion and approval of 2020 contract with Chippewa County Humane Association – Darrel Fehr made a motion to approve the 2020 contract. David Clements seconded the motion. The motion carried 2-0.
Dissemination of Information- clerk’s report – $20 fee paid for last 2 operator permits from Rod-n-Gun club, request approval to join the WMCA for $50 membership for 15 months, submitted the application for Election Security Subgrant on 11/7/19. This $1200 grant will go towards the purchase of a new updated laptop with better security for elections and Windows 10 program installed, IT support and election training.
Future agenda items and business: Pledge of Allegiance, discussion and possible action on: Budget categories,  minutes of  November 11, 2019 regular meeting and November 20th Budget Approval meeting, Treasurers financial report, November bills, building permits, concerns pertaining to the Plan Commission, discussion and possible action on Purfrac road agreement, discuss and approve funds for Clerk to join the WMCA, list of election workers to be approved by Board

The next regular town meeting is scheduled for – December 9, 2019 at 7:30 pm
Adjourn:  Darrel Fehr made a motion to adjourn at 7:53 pm.  David Clements seconded the motion. The motion carried 2-0.
