November 13, 2017
Chairman Darrel Fehr called the meeting to order on November 13, 2017 at 7:13 pm. The supervisors present were:
David Clements and Matt Borofka. Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer. Delegation: See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the November town board meeting was duly posted on November 8, 2017 in the 3 designated places within the Town of Cooks Valley.
Public Comment: On October 30, 2017, Chairman Darrel Fehr reported a blast emanating from the Superior Sand Mine shook his and Mary Jo’s house and made their chairs rock inside their house.
Discussion and possible action on budget categories: Darrel Fehr made a motion to transfer $500.00 from non-allocated funds to E-117 Voting Machine Maintenance and $100.00 from non-allocated funds to U-133 Telephone leaving a balance of $8300.00 in non- allocated funds. Matt Borofka seconded the motion. The motion carried 3-0.
Approval of the minutes for the October 9, 2017 regular monthly town board meeting and minutes of the October 11, 2017 and October 23, 2017 special meetings: Matt Borofka made a motion to approve the minutes of the October 9, 2017 regular monthly town board meeting and the minutes of the October 11, 2017, October 23, 2017 special meetings. David Clements seconded the motion. The motion carried 3-0.
Reading by Treasurer of October financial report: The ending balance as of October 31, 2017 was $100,553.35 with the total assets-$220,161.18.
Reading and Approval of the October Bills: David Clements made a motion to approve the check vouchers #4460-#4478 for payment of the October bills. Matt Borofka seconded the motion. The motion carried 3-0.
Building permits: Mary Kay Fanetti-remodeling master bathroom
Discussion and possible action of pertaining to the plan commission: No action was taken.
Discussion and possible action on the prepayment of the 160th Avenue: Chairman Darrel Fehr reported Monarch Paving contacted him that due to the weather change, it was too cold to complete the paving project on 160th Avenue and this would be postponed until the spring of 2018. Darrel Fehr made a motion to prepay Monarch Paving for the 160th Avenue paving project the amount of $24,905.26 with a note that the check is a prepayment for the completion of the paving project on 160th Avenue. Matt Borofka seconded the motion. The motion carried 3-0.
Possible approval of an operators application from the Bloomer Rod & Gun Club: Darrel Fehr made a motion to approve the operators application for John Sykora III for the Bloomer Rod & Gun Club. Matt Borofka seconded the motion. The motion carried 3-0.
Chairman’s report: – Fire Dept. There was an ambulance assist at the intersection of State Highway 40 and 155th Avenue where a car hit a 4-wheeler in the Town of Cooks Valley in the month of October. Mine Roads- Chairman Darrel Fehr attended the Howard Town meeting and will place on the December agenda concerning a 50-50 switch in the road location with the Town of Howard on 130th Avenue. Supervisor David Clements asked about progress with the PurFrac mining permit. Chairman Darrel Fehr will contact David Rosenbrook with possible attendance at the December meeting.
