Regular Town Board Meeting

November 14, 2016

Chairman Darrel Fehr called the meeting to order on November 14, 2016 at 7:38 pm.   The supervisors present were:  David Clements and Matt Borofka.   Other officers present were: Victoria Trinko-clerk and Judith A. Prince-treasurer.    See attached attendance sheet.
Recitation of Pledge of Allegiance by delegation present.
Certification of proper posting for the scheduled town board meeting: The notice for the November town board meeting was duly posted on November 10, 2016 in the 3 designated places within the Town of Cooks Valley. 
Public Comment:  Victoria Trinko pointed out the 1907 Election Tally Sheet-Town of Auburn [prior to the Town of Cooks Valley secession from the Town of Auburn] donated by Janet Rihn Krenz passed down to her by her father, Melvin Rihn and grandfather Charles Rihn.  David Clements placed the tally sheet in a handcrafted frame and hung it in the town hall.  The residents of Cooks Valley can view this memorabilia at the Cooks Valley Town Hall. 
Discussion and possible action on budget categories:  Darrel Fehr made a motion to transfer from non-allocated funds the following amounts-$11.50 to E-113 Election Wages, $258.79 to E-114 Election Supplies and Misc. Expenses, $570.00 to E-117 Voting Machine-maintenance.  Matthew Borofka seconded the motion.  The motion carried 3-0.  Darrel Fehr made a motion to transfer $100.00 to U-133 Telephone and $100.00 to U-134 Electric from non-allocated funds leaving a remainder of $7339.71 in non-allocated funds.  Matthew Borofka seconded the motion.  The motion carried 3-0. 
Darrel Fehr made a motion to amend the agenda and move item 14 to item 5.  David Clements seconded the motion.  The motion carried 3-0.
Discussion and possible action of reconsideration of a snowmobile route on 20th Street/Lookout Lane
Curtis Schindler, of the snowmobile club, has been having difficulty rerouting the snowmobile route around 20th Street/ Lookout Lane.  Curtis Schindler would like permission to cross 20th Street/Lookout Lane.  Mark Buchner said state statutes allow snowmobilers to cross over town roads.   Darrel Fehr wants the snowmobile club to repair any damage done to the chip seal surface.  The snowmobile route has never crossed over a chip seal surface before and is unsure of the damage, if any, which could occur to the surface.  Chairman Darrel Fehr said the board planned to leave a snowpack on the road this year.  Mark Buchner stated there is an option of putting something where they cross, but the club could be open to a libel suit if someone has trouble when they cross that surface.  Supervisor David Clements suggested putting fractured rock on the crossing.  Curtis Schindler would contact Haas about gravel. If there is damage, Mark Buchner and Curtis Schindler asked how they could fix it?  The board suggested blacktop or sand.  Mark Buchner and Curtis Schindler agreed to cover the crossing with gravel, maintain a snow cover on the crossing and plow  snow on the crossing if the snow covering melts. 
Approval of the October 17, 2016 regular monthly town board meeting and October 27, 2016 special meeting minutes:  Matthew Borofka made a motion to approve and place on file the October 17, 2016 regular monthly town board meeting and October 27, 2016 special meeting minutes. David Clements seconded the motion.  The motion carried 3-0. 
Reading by the Treasurer of the October financial report:  The ending check book balance was $59,920.11 as of October 31, 2016.  The total cash assets for the Town of Cooks Valley were $218,813.93.   
Reading and approval of the October bills:  Darrel Fehr made a motion to approve the check vouchers #4204 through #4232 for payment of October bills.  Matt Borofka seconded the motion.  The motion carried 3-0. 
Building permits:  none
Discussion and possible action pertaining to the plan commission:  no action taken.
Discussion and possible action on transportation resolution:  no action taken
Discussion and possible action on appointment of a deputy clerk:   David Clements made a motion to appoint Mary Jo Fehr as deputy clerk effective from December 1, 2016 through January 19, 2016 at $9.00/hour.   Matthew Borofka seconded the motion.  The motion carried 2-0, with Darrel Fehr abstaining.
Discussion and possible action on the execution of a contract for brushing on various town roads:  Darrel Fehr made a motion to increase the amount for brushing on various town roads to J J Clearing from $15,000.00 to $20,000.00.  Matt Borofka seconded the motion.  The motion carried 3-0.
Discussion and possible approval of operators license application-Dick Marquardt-Bloomer Rod & Gun Club:  Darrel Fehr made a motion to approve the operators license application of Dick Marquardt-Bloomer Rod & Gun Club.  Matthew Borofka seconded the motion.  The motion carried 3-0.
Chairman’s report: – Fire Dept. no calls in the Town of Cooks Valley.  Mine Roads- Perfection Paving completed fixing the dip at the culvert on 178th Avenue with shouldering/paving at the end of 186th Avenue and on 60th Avenue between County Highway A and State Highway 40.  PurFrac has asked Dan Fedderly to measure the road to determine what needs to be done to bring up the road.  This would be the outside work portion of the assessment of the road.  Subsequently, the outside work would be completed when PurFrac decides the need to go forward.

Dissemination of Information-Clerk’s report:  Completion of nomination papers by elected officials in preparation for the April 4, 2017 Spring Election.  The clerk reported the Presidential Election on Nov. 8th, 2016 had 389 voters for an 88% turnout.  I would like to congratulate the election workers on the excellent job they did working at the polls.  We had 8 people standing in line when the polls opened.  By 7:30, we had processed 38 voters in 30 minutes.  The voters felt welcome to come to the polls with the election workers greeting them with hello, saying good-bye and thanks for voting when they left.  A sticker was given to each voter and there was a choice of cookies, apple cider or coffee.  The closing of the polls was smooth and efficient even with a glitch in the Colfax paper ballot that would not feed into the Insight machine.  Twelve ballots had to be hand tallied.  It was a successfully run election with all the rules and regulations initiated by the legislature being implemented.  I would like to thank Judy Lueck and Elizabeth Pagel for their help during the public test and cleaning the windows, dusting and vacuuming.  The town hall looked great for the election.
